Mr. Leo Quintero, a bilingual leader with over 30 years of experience in implementing global security programs and processes for government and civilian entities around the world. Before 9/11, Leo was already creating crisis-consequence management (CM) programs, conducting exercises & creating working groups to align military, police, fire, health, public works, and other federal, state, & local civilian agencies into a synchronized effort to prevent, and/or respond to man-made or natural disasters. Served as a DOD Antiterrorism LNO to the FBI Joint Terrorism Task Force (JTTF) in Austin, TX from 2000 to 2004.The terrorist attacks of 9/11 demanded personnel with proven experience to implement strong and durable strategies to defend against further terrorist attacks. He was called upon to provide antiterrorism training to US Federal Agencies like the FBI & FEMA and to conduct Threat, Vulnerability & Criticality Assessments of various locations. In 2003, he was deployed to the Iraq War to conduct security assessments of key locations throughout Iraq. Upon returning from Iraq, deployed to Colombia to serve as the antiterrorism officer for the US Military Group, where he conducted security assessments in support of Plan Colombia.2004-2009 - US Embassy, El Salvador (MILGP), assisted in establishing national & regional security programs to minimize the threat of street gangs like MS-13, M-18, etc.2010-2015 - Assessed terrorist/criminal threats to U.S. DOD personnel and assets transiting or stationed throughout North America (Mexico, Canada and the U.S.). Conducted numerous trainings and security assessments of international events like the United Nations General Assembly (UNGA) and other similar events in the U.S. and abroad as well as different different parts of Mexico against Criminal Organizations (TCOs). 2015-2018 Conducted vulnerability assessments in support of DOD missions throughout Peru to include, the tri-border region of Peru, Ecuador and Colombia, and the borders between Brazil, Peru and Colombia. Worked closely with the US Embassy country team and host nation counterparts in creating law enforcement and intelligence working groups.
