Diyala Province, Iraq

Directed a Border Transition Team in Operation IRAQI FREEDOM, leading 33 U.S. advisors consisting of officer and enlisted staff and civilian contracted border agents. Directed the instruction, coaching, and mentoring of the leadership of the Iraqi Department of Border Enforcement (DBE) to improve border protection operations along the 250 kilometer Iranian border. Directly supervised the employment of Coalition resources and synchronized and guided Iraqi Security Forces capabilities.  >Successfully communicated to Iraqi leadership that security and sovereignty of Iraq's borders was directly connected to their ability to interdict smuggling, a significant step toward establishing long-term border security and stability. >Planned sessions, provided security, and executed more than 50 key leader meetings in which the DBE senior leadership and senior Iraqi officials negotiated key aspects of resource capabilities and availability. >Directly engaged with the Iraqi Defense Minister on key issues, including weapons and payroll, arranging for the assigned DBE to receive the highest percentage of pay and weapons allocation within the Iraq theater of operations.

Second-in-command of the Army’s largest engineer battalion, including headquarters office, combat engineer, construction engineer, maintenance, and diving groups, a leadership course, and the Army’s three engineer canine groups. Maximized readiness of the organization, including the administrative management of 570+ military and civilian personnel. Managed supply and maintenance operations for 1,100+ vehicles at $250M+ in value and an annual budget of $3.8M. Supervised operations and construction training for 14,000+ engineers annually with trainees from all major services. >Implemented a full-scale on-duty/off-duty composite risk management program that increased the organization’s workforce efficiency (man-days availability) by 25%. >Engaged a lead-by-example style of leadership to create an atmosphere of optimism, teamwork, and confidence throughout the organization, with improved quality of life and optimal production from a workforce of 600 personnel. >Managed a comprehensive construction program with a small but efficient staff, coordinating three divisions and utilizing partner resources from the Navy and Air Force to produce more than $500K in training areas and facilities. >Migrated an obsolete training approach to a broader and wider program to produce better developed personnel with a broad base of skills and knowledge to face the challenges posed by the unique demands of the Global War of Terror.

Qatar

Second-in-command for 800-member organizations assigned to the State of Qatar for the U.S. Army Central Command office, a strategically placed resource for staging military capabilities in the Mid East. Directed, coordinated, and integrated training for a headquarters staff of 33 officers, enlisted, and civilian staff overseeing logistics support and installation management. Supervised life support systems for 2,500+ personnel and directed support for nine tenant organizations.  >Successfully directed complex support services for the U.S. Central Command, Special Operations Command, and the Iraq Survey Group to sustain Qatar operations without concern for underlying operations support issues. >As Contracting Officer Representative, saved the government $250K through close oversight of the $25M base operations fee contract. Supervised the proper use and application of $70M+ in contingency funding. >Personally directed an integrated staff action program that provided planning, preparation, and execution of the transformation of a desert warehouse facility into a fully functional, secure data intelligence facility within five days.
