As Chief Operating Officer for CCW Safe. - Assigned to Springlake Division which encompasses a diverse socio-economic population, to include residential, businesses and an entertainment district. Springlake division takes in approximately 22% of the city’s call for service volume with the majority of the calls resulting from gang and drug activity.- Directed the activity of seven officers who worked primarily in an undercover capacity preventing and/or investigating major crime scenes, drive-by shootings, drug activity, drug interdiction, drug seizureand vice investigations.-Acted as a liaison with commanders of State and Federal agencies (FBI, DEA, etc.) with jointinvestigations and coordinated the tactical responses of warrant service.-Lieutenant of the IMPACT unit I answered directly to Division commander to deal with streetcrime issues, my duty was to provide leadership and management for special police services inthe division and to be responsible for: enforcement of city, state, and federal laws, ensuring policepresence, reduction of crime, and fostering police community relations between the citizens andthe employees of the IMPACT unit in coordination with the Division Commander.-Responsible for the daily activities of the IMPACT officers-Developing and coordinating tactical plans, managing the execution of approximately onehundred (100) drug raids and fifty (50) Buy/Bust (quick turnaround drug arrest) a year.-Investigated Use of Force investigations, administrative investigations and other paperworksubmitted by the officers under my command.-Developed a work plan for determining assets needed at special events and other publicgatherings to enhance the safety of all those in attendance such as the Art Festival, the OklahomaState Fair, Outdoor Concerts and outdoor concerts.-Coordinated community leaders and business groups so to address crime problems. I organizedcrime prevention plans to assist neighborhood watch and other groups with the execution.

- The mission of the OCPD Tactical Unit, comprised of 28 officers and 6 lieutenants, is to maintain a capable police response to extreme emergency situations (Hostage situations, Barricaded subjects, Active Shooter, etc.), as well as protecting lives and property affected by the incident. Such operations also includes Dignitary protection, incident containment, High-risk warrant service and support of emergency operations to resolve those situation.- The OCPD Sniper team, comprised of 8 operators and 2 lieutenants, that work within the Tactical Unit to deal with counter-sniper situations, long gun/rifle perimeter teams, and coverage for the assault team response to above-mentioned emergency incidents.- Worked with the commanders of the Tactical Unit to create a plan for the sniper team.- On a rotating basis I assumed control of the Command Post as Incident Commander for the planning stage of the operation and ran the situation via radio later completing an After Action Report for the incident.- Gathered information for the operation from first officers on scene, emergency responders, supporting entities, and civilians.- Passed on information to arriving commanders utilizing the Incident Command System.- Planned and coordinated monthly team training and maintained records/equipment inventory lists.- Rotated into the position of an operator when other supervisors rotate into the command position.

- The OCPD Assault team, comprised of 20 operators and 4 lieutenants that work within the Tactical Unit to deal with the Assault/Entry team response to above-mentioned emergency incidents.- Assisted with training of the operators of the Assault team.- Involved in the same duties listed under “Duties: Sniper Team Supervisor” listed above.

- Scheduled and supervised 6-20 officers in the performance of their daily duties and training.Completed proficiency evaluations of the officers under my supervision.- Maintained my certification as a Field Training Officer Supervisor, managing Field Training Officers and coordinating the training and evaluation of the recruit officers in the Field Training Program.- Coordinated the efforts of the officers on the shift in their labors to reduce crime and increase personal productivity and proficiency as law enforcement officers and provided them techniques to build relationships with the community they serve.- Answered calls for service when needed and handled complaints by citizens in the field and via phone.- Investigated all Use of Force and Administrative complaints.- Worked on-duty injuries and acted as liaison between the officers and Risk Management.- Monitored work productivity and created solutions to increase the effectiveness of the provided service.- Acted as a mentor for the individual officers and held my officers to a high standard of ethics and good character.- Maintained training records, completed a weekly payroll, and monitored all shift activity.- Evaluated the morale of the individual officers to verify the officers were energetic, caring and character-driven in their duties.- Sat on several boards during this time (FTO selection board, 911 operator board, etc.) to assist in the process of choosing those who shared the vision of the Department in key positions of the agency.- Responded to major crime scenes to monitor and assist officers with proper procedure and manpower issues.- Handled unique and special occurrences to help the officers maintain order during the course of their duties.

- Supervised 6 civilian employees who were responsible for data entry, prisoner identification and the booking process.- Assisted OCPD officers with questions of state and federal law, providing them with the proper charges to place on the arrested person. - Completed a visual inspection of each arrested person prior to booking and coordinated disposition of those in need of medical care.- Verified each arrested person was aware of charges, fines and the bond process. - Investigated all use of force incidents occurring at the jail involving OCPD officers. - Monitored the activity of the civilian employees to promote efficiency.- Maintained the schedule and payroll of the unit

- This position has a tremendous impact on the future character of our department, so I put all my energies into finding energetic, caring and character-driven people who were willing to accept the challenge of protecting our community.- Creating a bond between citizens of all ages, ethnic and socio-economic backgrounds and the police department is a task I worked to achieve. I served as a contact from the police department to the community and a voice for the community to the police department; to aid in our community policing efforts and crime reduction goals.- Responsible for reducing crime by organizing the efforts of neighborhood associations, training neighborhood patrols, speaking at meetings and working with city council.- Created crime prevention materials, taught city and state employees for prevention of violence in the work place and presented to church, school and organization members.- Coordinated the efforts of officers in the Weed and Seed Committee (federal program targeting drug problem areas), The Hispanic Initiative Committee and the 21st Century committee.- Analyzed crime data and provided information to patrol shifts to concentrate proactive crime prevention and reduction in specific areas.- Lead by example and worked on character building exercises with the academy classes. I challenged the future officers each day to work as a team always stressing the mission statement of the agency and the importance of good service.- Created training procedures and exercises to be used in the academy to prepare the recruits for the Field Training Program.- Developed and revised the Cultural Diversity class to promote tolerance and education of the different citizens the officers planned to protect and serve (taught it for 4 years).- Developed and revised the OCPD Control and Defensive Tactics course by creating a more effective manner of teaching the class to stimulate different learning styles and raised the standard of the CDT Program.

- Learning and utilizing the skills and techniques to take information and use it to reduce a major crime issue in a division or community; seeing it through from start to finish, was my goal. I worked with all levels of the criminal justice system learning the complete workings of a criminal case and developed the skills necessary to be a law enforcement professional.- Worked primarily in an undercover capacity investigating major crime scenes, drive-by shootings, drug interdiction and seizure and vice investigations. Wrote search warrants.- Worked within the budgetary limits of the unit to purchase new equipment and supplies maintaining the unit inventory.- Performed case management; filing case records, working with the Assistant District Attorney, provided court testimony and managed confidential informants.- Worked to FBI, OSBI, DEA, Special Projects, and other division units for case investigations and management.

- Was a first responder (answering 911 calls) patrolling Oklahoma City for the purpose of crime prevention and detection; protecting lives and property. Made arrests, wrote citations, conducted field interviews, investigated crimes and traffic collisions.- Testified in City, State and Federal court proceedings.- Maintained a consistent high level and quality of activity in all areas of patrol duties.- Attended many citizen group meetings and provided information and a communitycontact.- Membership in the Emergency Response Team.- Field Training Officer, evaluating and training probationary officers who completed thetraining academy.

- Coordinated (2008-2011) with members of Secret Service to provide Dignitary protection on three separate occasions at an undisclosed location for two former US Presidents (Bill Clinton and George W.
