Led the U.S. Chamber’s "Global Initiative on Health and the Economy" that advocates for improved health policies, effective health interventions and engaging the private sector to support health solutions that advance economic growth and social prosperity.

Collaborated with government officials, business leaders, and economic experts to promote and develop economic agreements in accordance with U.S. economic interests. Investigated, analyzed, and interpreted economic data, policies, and successful foreign commercial practices to assist and advise the promotion and development of U.S. investment opportunities in Uganda. environment, science, technology and health issues that arose in Uganda. Coordinated the inter-government reporting of the 2018-19 Kivu Ebola epidemic and the Global Health Security Agenda updates.

Planned, managed, executed, and oversaw the strategy and operations of the inpatient, outpatient, vision, dental, and life insurance products for a health insurance cooperative that offers insurance coverage for employed household staff of U.S. Embassy diplomats in Uganda. Identified and partnered with companies with a U.S. nexus to further advance opportunities for U.S. investment.

I developed the business models that required the use of “big data” to drive client and company experiences and oversaw the analysis of that data to make it accessible and more valuable for senior leadership so that as an organization, they could better understand different audience groups and target them with policies, products and offerings. I created regular reports of competitive market trends and forecast (using naïve and drift methods) the SCI’s relative performance which would be used at quarterly Board meetings. I also led the technical merger and oversaw the product development, strategy and team integration of an acquired health technology startup. I managed a team of seven software engineers to plan, design, develop, test and implement monthly features for medical authorization product line.

I established the technical vision and led all aspects of technology development, according to its strategic direction, growth objectives, and anticipated major technology changes. I managed how the Department leveraged technology across all agencies and provided thought leadership, consulting and drove business process redesign. I provided leadership and guidance through various phases of procurement and implementation of the some of the state's largest technology projects including the Medicaid Management Information System, Medicaid Eligibility Determination System, Consolidated Case Management platform, Rural Health Care Pilot Program, Unified Communication and Video/Voice conferencing, Content Management Portal and Analytic/BI/GIS platforms.

I was appointed the first Chief Data Officer in the Louisiana Department of Health’s history to manage the coordination of research, analysis and policy activities related to the collection and publication of a broad range of health care information. I built the Department’s analytics operations and capabilities used for data-based policy development and program accountability. My leadership in this initiative led directly to a culture of innovative data use in public and private sector institutions, communities, research groups and policy making arenas.My task was to address fundamental barriers to the Department’s mission, namely, inadequate budget to execute stated objectives, insufficient talent to use available data, and competing agendas between policy makers. I assembled an internal team of highly skilled data scientists and empowered them to perform cutting-edge analyses and build the professional capacity of the existing analysts in the Department. I initiated efforts with leadership at every level and with the Department’s legal team to modernize data governance, streamline intra-agency data sharing agreements, and introduce public release guidelines. The increase in both data sharing and expertise dramatically improved the Department’s data-driven decision-making.

Oversaw and implemented the evaluation of performance measures and benchmarking for public reporting initiatives, Medicaid Reform Pay-for-Performance programs, and health systems delivery models as required by the Consumers’ Right to Know legislation (Act 537 of the 2008 Regular Session). Directed the analyses of data, the design, development and distribution of uniform quantitative analytical reports and identified areas of non-compliance with developed indicators. Assembled an advisory panel of private and public hospitals, physicians, nursing homes, insurers, lobbyists, and patient advocacy groups.

Analyzed operational and clinical data across medical departments in order to assess the effectiveness of the multidisciplinary care coordination delivery model, forecast changes in public reporting programs, and compile performance reports correlating mortality, readmissions, average length of stay, and cost-per-case for senior management. Leveraged Lean and Six Sigma statistical control tools to examine clinical processes and inform each medical department of their quality improvement initiative results. Built regression and time-series models for individual patient's costs and health care utilization at the medical center as it pertained to the Centers for Medicare and Medicaid Services (CMS) pay for reporting programs.
