Administrative work primarily in areas of tribal government, Public Law 93-638, tribal enrollment, tribal budgets, judgment funds, investment planning, tribal attorney contracts, and related functions, general management and supervisory skills.Interpret applicability of the Indian Reorganization Act of 1934, as amended and other pertinent legislative enactments, such as resolutions, ordinances or petitions which require Bureau approval or review according to constitution and bylaws.Research records, documents, treaties, laws, regulations, constitutions and other resource material in connection with litigation formulated on behalf of Indian Tribes or bands, or by legal firms, and upon proper notice testify in court of law regarding same.Review and recommends the approval, modification or disapproval of contracts between tribal groups or bands and attorneys for general legal representation, prosecution of claims, or contracts for legal representation in special matters such as taxation, water rights, loss of hunting and fishing rights, suits against individuals, etc.Delegated Awarding Officials Technical Representative on all Tribal Court and Other Aide to Tribal Government P.L. 93-638 contracts initiated by the Tribes under the Western Nevada Agency's jurisdiction.Provide technical assistance to Tribes on updating and approving Tribal rolls and provides enrollment training to Tribal leaders and employees when requested. Provide technical assistance to Tribes in handling sensitive matters and in developing procedures needed to assure confidentiality.Conduct elections authorized by the Commissioner or Secretary of the Interior under provisions of 25CFR, Part 81 for the purposes of constitution and bylaws amendments and under the provisions of the Indian Reorganization Act.Provide the tribal governing bodies with information concerning the proposed enactment or enactment of Congressional legislation.

Specialized in Indian self-determination activities and services, including monitoring and performing all P.L. 93-638 contract functions, contract proposals, awarding contracts, and ensuring contractors are in compliance with Federal Property Standards. Ensure proper certification, utilization and disposal procedures are in compliance. Establish a system to monitor plans, quarterly and annual reports. Apply OMB criteria on financial audit submissions, reviewing work submitted by contractors.Provide a broad range of direct field services and technical assistance in all areas of the P. L. 93-638, Indian Self-Determination and Education Assistance Act. Perform the full spectrum of the more complex contracting and granting functions from the pre-award to closeout.Ensure that grant/contract packages adhere to program specific requirements. Review contract/grant packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current practices.Gather, assemble, and analyze facts, draw conclusions, and devise solutions and recommendations arising from the implementation of P. L. 93-638. Coordinate contract monitoring functions that will ensure compliance with the Federal Acquisition requirements.Communicate and work with contractors/grantees to assess their needs, provide accurate information, and address problems. Prepare comprehensive documents concerning P. L. 93-638 that indicate the facts, findings, and recommendations based upon thorough research.Provide training and technical assistance to contactor/grantees, internal BIA staff and program officials and Tribal organizations concerning contracting/grant laws, regulations, policies and procedures.Attend Tribal Council meetings, Tribal Business Committee meetings, and other contractors/grantees meetings to represent the Approving Official as required.

As a Category 1 Officer for the State of Nevada, I investigate cases, interview parents, guardians, lawyers or other individuals representing a juvenile. Recommend probation terms to the judge, attend court hearings and prepare pre-dispositional reports and filing motions for probation violations. Ensuring that tribal youth follow through on court appearances, community service or payment of fines; schedule drug tests and/or search a youth's property, or conduct counseling sessions e.g. anger management, social skills and drug abuse. Assist tribal youth enroll in treatment, counseling or community service programs. Provide crisis intervention and remain on-call during nights and weekends should a crisis arise. Investigate the activities, school attendance and employment of offenders. Monitor the interactions of offenders with friends and associates. Coordinate with employers, teachers and service agency directors about the offender’s activities. Communicate with other law enforcement agencies and various school districts about probation violations.

• As an elected official, I formulate tribal legislative initiatives which align with the tribal constitution and bylaws of the Reno-Sparks Indian Colony (RSIC); for the health and welfare of its membership, in conjunction with the strategic plan.• Devising effective tribal legislative planning, drafting, coordinating, scheduling, and introduction of legislation before the tribal council.• Gathering support for proposed legislation from other tribal council members, and appropriate interest groups within internal (and external) communities, while working with various Tribal, Local, State, and Federal boards and committees to achieve desired tasks.• Track community projects in assigned areas as a committee liaison; monitors developments within committees, plans and coordinates co-sponsorship and support of other initiatives, providing the tribal council with progress reports of group activity.• Meets with tribal constituents and interest groups, helps answers constituent letters and concerns on tribal matters.• Meets attendance requirements as established by the office and appears for both the General Council meeting and Economic Development meeting.• Maintains a good working relationship with tribal council members, staff, and constituents of the Reno-Sparks Indian Colony. • Accepts performance based criticism and direction, works well under pressure and handles stress, works a flexible schedule including long hours, nights and weekends, and performs other duties as assigned.
