Luciano Caratori is the Energy Cluster Lead of the Climate Champions Team and researcher with Instituto and Fundación Torcuato Di Tella (ITDT/FTDT).He served as Undersecretary of Energy Planning of the Ministry of Finance in Argentina. He was focal point of the Energy Secretariat in the National Cabinet of Climate Change, in charge of updating the Energy and Climate Change Action Plan of Argentina and of the first drafts of the energy component of Argentina’s Long Term Strategy under the Paris Agreement.As National Director of Energy Information, Luciano led the Ministry of Energy's Open Data policy design and implementation as well as EITI's.During Argentina’s Presidency of G20 (2018), he was appointed focal point for Energy Data Transparency and Markets Digitalization of the G20 Energy Transitions Working Group (ETWG), and in 2019, as Undersecretary of Energy Planning, he served as Head of the Argentine Energy Delegation during the Ministerial Meetings of the ETWG—ESOM (ETWG and Environment Senior Officials Meeting) of G20.Previously, he served as an advisor to the Vice-Chair of the Mining, Energy and Fuels Committee of Argentina’s National Senate (2011—2015), where he contributed to draft legislation on oil and gas, renewables, and energy efficiency.His research interests are Energy Planning and Energy Transitions, as a researcher with the Center of Studies on Climate Change of Fundación Torcuato Di Tella (FTDT), Luciano provides since 2011 technical assistance to countries in Latin America and the Caribbean in the prioritization of policies, assessing mitigation potential, performing costs and co-benefits analysis, and contributed to the design of NAMAs on the Energy, Industry and Waste sectors.He contributed —both with FTDT and as an independent consultant— to the Low Emission Capacity Building Programme (LECB-UNDP), REGATTA (Regional Gateway for Technology Transfer and Climate Change Action in Latin America and the Caribbean, UNEP), the Deep Decarbonization Project of the International Climate Initiative (IKI) focused on Energy and Transport, the Partnership for Market Readiness (PMR), The World Bank Group, OLADE, ECLAC, IICA and GIZ, among others.He has also been co-author and contributor to several components of the Third National Communication of the Argentine Republic to UNFCCC (Industry and Agriculture), and authored the report for inventory enhancement for Agriculture, Forestry and Land Use (2015).Luciano is a lecturer in energy planning in several Master's, graduate and extension courses.
