Lead of a team of four consultants to assist the Government of Malawi in rolling-out a harmonised e-payment solution for the social protection sector.

Contribution to the development of the Social Protection Implementation Plan 2022-2026 for WFP Regional Bureau in Asia and Pacific.

Support to the SUFAL-Bangladesh initiative with an overview of existing relevant forecast-based social protection experiences worldwide and guidance, in the form of an option paper, on how to link the national forecast-based financing strategy with existing social safety net programmes.

Contribution to GIZ’s Social Protection Innovation and Learning programme (SPIL) with guidance on Adaptive Social Protection sector reviews.

Process Evaluation of the Drought and COVID-19 Emergency Cash Transfers programmes led by the Government of the Republic of Zambia and the UN Joint Programme for Social Protection.

Design and development of a programme operations guide for the government social protection programme in Malawi. The consultant was also tasked to design an implementation manual and training package for national and district government officials on a harmonized monitoring and evaluation framework for the whole social protection sector.

Design of the processes underpinning the nutrition, positive parenting and disability package of a 12-month UCB scheme piloted by the Government of Kenya in 3 counties.

Leadership of a technical assistance programme delivered to the Government of Malawi (Minitries of Finance and Gender) for the support of its social protection programme in the areas of digital information management, payments, MEAL and internal capacity strengthening. As a TL I coordinated the strategic and implementation work delivered by 15 international and local specialists for a period of 2.5 years, including several programme revisions in light of the changing environment produced by the COVID-19 crisis.

Assessment of one of the payment models used by the government of Malawi to ascertain its alignment with the original design and its performance in terms of service quality and adherence to accessibility considerations. As the sole consultant I led a team of enumerators and managed operations to produce a final analysis, making reference to the ISPA assessment guidelines and tools.

Management in the north-east of Nigeria of the Lake Chad Inclusive Economic and Social Recovery Project (RESILAC), a regional project aimed at contributing to the economic recovery and strengthening of the resilience and social cohesion of the populations in the four countries around the Lake Chad Basin. As a PM I led a team of 4 managers, 8 officers and 8 field assistants in the implementation of activities related to the development of employment capacity and reinsertion in economic activities within an extremely instable environment. A Cash-for-work component contributed to build skills and business opportunities for young men and women at risk of recruitment within terrorist armed groups. Wider coordination responsibilities included the close cooridnation with other resilience programmes in the regione and the production of strategic guidance documents for the organization.

Design of a new USAID/UNICEF funded programme for an italian NGO, Cooperazione Internazionale (COOPI). The 3-month assignment involved conducting a feasibility assessment, collecting baseline data and developing two project proposals to respond to the needs of demobilized children formerly associated with armed groups in Maiduguri city, northeast Nigeria.

Management of the largest social protection programme implemented by DfID and SCUK worldwide. Overall coordination of technical design and implemtation, including linkages with nutrition, health and livelihood activities, coordination of research activities (contracted out to Oxford Policy Management), financial and award management, risk management and fraud surveillance, donor liaison.

A team of 3 researchers was tasked to design and conduct a survey among the 1000 members of the UK national forum for financial inclusion to produce a snapshot of individuals and businesses’ perceived level of inclusion within formal financial services. The Lead Researcher coordinated the entire survey operations from household and business data collection, to consolidation, analysis and final reporting.
