I am Luckresha Ramsamugh-Baker, CPHR, holder of an MSc Human Resource Development, BA in History & International Relations and a Diploma in Education.Molding young minds as an English & Communications teacher for 10 years in Jamaica is what began my career path to Human Resources Development. It was here my passion for interacting with, mentoring and coaching people began. I was part of a core group of teachers who conceptualized and began a sixth form program at the Black River High School; specifically, I piloted the Literatures in English for the Caribbean Advanced Proficiency Examination, getting phenomenal results -100% pass rate for 3 consecutive years compared to the national average of 60%.Having worked at the British Council conducting professional development training in some of the most exciting cities, in 12 countries across Asia, Africa, Europe, Latin America and the Caribbean, provided me with the unparalleled and rare opportunity to work with some of the brightest, most enthusiastic group of trainers from the Commonwealth. I am now a true advocate for diversity, having experienced and benefitted it in such a powerful and tangible way that I was able to transfer the knowledge acquired, to an Education Policy Transformation project (British Council/Jamaican Government). One of my proudest accomplishments was at the Shipping Association of Jamaica, Jamaica’s only Employers’ Trade Union and Labor Hire organization. Here I assisted in the design and implemented Jamaica’s first stevedoring skills training certificate program for the shipping industry as well as spearhead their accreditation as a training organization with the National Council on Technical Vocation Education and Training Specialties:Training & Development, Recruitment Process Optimization, Industrial Relations, Talent Management, Succession Planning, Policy Development, Performance Management, Occupational Health & Safety, Leadership, Competency Alignment, Skills Matching

HR Manager responsible for a team of 7 and over 1000 employees at Jamaica’s largest member-based organization of terminal operators, stevedoring contactors and shipping agents in the Caribbean.  Workforce Expansion: Ramped up recruitment of over 300 supervisory and technical personnel(representing 30% of workforce) during transition 2009-2012 from government to private sector ownership within a strong industrial relations climate Training Organization: Spearheaded the first Accredited Training Organization on the Port in collaboration with the Government of Jamaica’s National Training Agency. Guided the curriculum development of the stevedore level1 to 4 programs. Later replicated on other ports in the Caribbean Apprenticeships: Conceptualized, pioneered the design and implementation of an apprenticeship program in stevedoring in order to respond to labour needs of the port of Kingston.  Safety Committee: Chaired the OHS committee for the port of Kingston representing over 20 companies for 4 years and to rewrite develop an Occupational Health handbook, that was used by the two terminals in Jamaica and that was ILO compliant. HRIS system implementation: Identified and defined scope and term of reference for the selection of People soft as an appropriate HR system and to oversee and guide the implementation Collective bargaining: Management member of the Joint labor committee and assisted in negotiating 2 three year landmark collective bargaining agreements during a volatile and transitional period in Jamaica’s shipping history.
