Lone Star Legal Aid was awarded a grant by the Legal Services Corporation to create an automated system to analyze the documents we develop and keep them up to date. Each document will have a list of statutes, regulations, agencies, and other websites that need to be checked periodically. When one of those changes, an alert will be sent to the author(s) to review the relevant documents. This will allow us to keep our self-help tools and information up to date, while spending less time doing a full review of every document on a fixed schedule.

I am a member of our Innovative Programming team, where we provide improved services for clients, and improve the provision of our current services. I currently oversee three different projects at Lone Star Legal Aid:1. A practice team helping clients with eviction appeals;2. A staff member working on a grant from the Legal Services Corporation to upgrade and maintain the disaster website at https://www.ladrc.org;3. A team creating self-help tools and technology. The latter team has come up with tools to help visitors solve their own legal problems with foreclosures, evictions, debt collection, and other areas of law. Our content development attorneys create guided interviews that lead visitors to legal information and to documents they can use to negotiate with landlords, mortgage servicers, or to file in court. Our programmers create the tools using CALI's A2J technology and using PSTI's LegalServer case management ecosystem. Our work is funded by the Legal Services Corporation and the Texas Access to Justice Foundation.

Managed the creation of the Eviction Text Messaging Program. The program helps to guide our clients through the JP Court Eviction Appeal process with text messaging support. This guided support provides text message reminders of deadlines, links to helpful information at appropriate times, and answer questions about the eviction process. If you disagree with an eviction court order, you can request a “do-over” – A new trial before a new judge. This is called an “appeal.” Aside from providing individuals and families an opportunity to have a new trial, tenants can also apply for available rental assistance programs while the case is on appeal, helping them stay in their homes. Our clients receive help understanding the eviction appeal process, are provided with free legal advice, and assistance in drafting a Statement of Inability to Pay Court Costs and Appeal of their eviction suit. Managing Attorney And Project Director

Houston, Texas Area

My primary role at Lone Star Legal Aid is as Project Director of the Texas Integrated Intake and Referral System for Disaster Victims. This three year, $4.9M grant project, funded by Legal Services Corporation (LSC), is led by Lone Star Legal Aid (LSLA) in collaboration with Legal Aid of Northwest Texas (LANWT) and Texas Rio Grande Legal Aid (TRLA). Together our three programs provide services across the entire state of Texas, as well as four counties in Arkansas. As part of this effort, we are building an automated system to deliver information and perform client intake over the Internet, using text/SMS, and by voice recognition over phone. We will assist self-represented individuals by asking about their situation and providing some suggested materials. Those with more complex cases will be directed to our intake system, where we will collect the information necessary to make a decision about taking their case or placing it with a pro bono volunteer attorney. We are also building a web portal for pro bono volunteers across the state. This web site will allow volunteers to choose and manage cases, and access practice materials and mentors. Materials will include forms, treatises, CLE videos, and other practice aids.My role on this project is to organize, direct, and troubleshoot the day-to-day aspects of the user-facing automated navigation; interact with vendors, LANWT, and TRLA; ensure overall project activities remain on schedule and milestones are timely met; oversee content management by the three Texas programs and supervise LSLA's Content Manager; and participate in testing, evaluation, and grant reporting. Our team have also been awarded roughly $500,000 by the Texas Access to Justice Foundation (TAJF) to produce more disaster-related content, much of which will be incorporated into the survivor-facing portal above. One of our first efforts is an eviction interview helping renters recognize and exercise the protections they received under the CARES Act.
