Legal counsel to sovereign States in international arbitrations under the International Centre for Settlement of Investment Disputes (ICSID). The most significant accomplishments in these arbitrations include:1) Developed the argument that led to the first victory ever invoking the Denial of Benefits provision in an investment treaty.2) Developed the argument that led to the first victory in a CAFTA investment arbitration using the expedited procedure for making preliminary objections. 3) Developed the argument that led to the first victory ever denying investment treaty protection to investments made in violation of the host State's law. 4) Successfully defended sovereign States against applications for provisional measures in ICSID arbitrations. 5) Played a significant role as member of a sovereign State's team engaged in direct negotiations with the claimant, that led to the resolution of a very important, heated, and complex investment dispute.6) Advised a sovereign State in a mediation process to settle a longstanding land and maritime boundary dispute in Africa. Appointed by the Republic of El Salvador to the ICSID Panel of Arbitrators in February 2015.
