Luis Bello Work Experience Details
  • Fcc Construcción Sucursal Colombia.
    Construction Director
Fcc Construcción Sucursal Colombia. Jun 2018 - Nov 2019
    Antioquia. Colombia.
My most recent project was a $400M USD tunnel, bridge, and roadway project, Project Vía al Mar in Antioquia, Colombia. The details included seven tunnels of 12.5km, 17 bridges of 1.3km with post-tensioned beams, consecutive cantilevers, and steel structure, and 4.5km of a highway for a total length of 18.3km. I provided primary support, managing excavation, waterproofing, and definitive lining of a 9,730m tunnel with 130m2 of a cross-section for an emergency exit, and six additional tunnels with a total of 2770m and 90 m2 of a cross-section.I leveraged my negotiation skills to meet with the client to establish contractual obligations and define the project scope to ensure profitability. I collaborated with cross-functional departments to streamline multiple concurrent workflows and ensure that we met the established timelines and budgets, where I monitored costs and controlled expenditures without sacrificing quality or safety. As a result of my attention to detail and ability to plan, we were able to begin the excavation of the tunnel’s entry portal six months before plan date- this work represented 80% of the project’s entire budget, so starting work that much in advance resulted in a significant gain. I actively drove compliance to Integrated Management System requirements and procedures, including performing root-cause analysis of non-conformity reports, to identify the cause of accidents and environmental incidents to improve plans of action.
  • Dragados Ibe Sucursal Colombia
    Project Director, Construction Manager
Dragados Ibe Sucursal Colombia Nov 2014 - May 2018
    Bogotá - Villavicencio.
I was the lead for Project Bogotá Villavicencio worth $195M USD, developing 8,808m of tunnels, 4134m of a highway, and five bridges with a total length of 1781m with post-tensioned beams and consecutive cantilevers. I supervised teams in multiple concurrent activities, reviewed schematics, maintained documentation, procured and allocated materials, and developed and managed schedules and budgets. I also led the accounting department, served as the face of the company when meeting with clients, liaised between project financial and technical departments to develop future projections, directed disposal of materials, performed inspections to meet quality standards, and drove a work culture focused on safety for all. In this role, I completed the scope of all three contracts on or ahead of schedule, finishing the last segment of tunnel 16 three months ahead of schedule. This was partially achieved through my leadership, creating improvements to our productivity levels while simultaneously reducing nonconformities by leading an improvement initiative to analyze, correct, and launch new construction methodologies.I was also instrumental in the successful claim against the client for budget overruns related to an over-excavation that wasn't accounted for in the original design. This was attributed to the geological conditions of a rock mass.
