Planned and managed the Canada-Americas Trade related Technical Assistance Program (CATRTA) aimed at delivering technical assistance and support capacity building activities in key Latin American and Caribbean countries in areas such as environmental management, labour standards, custom administration, and sanitary and phytosanitary measures.Contributed to the development of the Regional Development Programming Framework (2010-2015) and identified appropriate performance indicators under the sustainable economic growth strategy for the Inter-American Program at CIDA.

Provided funding and supervised 20+ projects with focus on information and communication technologies and development in Latin America and the Caribbean. Promoted regional multi-sector strategic alliances aimed at facilitating the adoption of Internet and the scaling up of existing initiatives. Co-financed projects with key multilateral organizations in Ottawa and Washington and co-managed a granting mechanism with the Inter-American Development Bank on small and medium enterprise enhancement through Internet. Lead the design and implementation of my group’s virtual collaboration activities strategies and facilitated online consultations about ICTs and social development in the Americas. Coordinated different capacity building activities in areas such as e-learning and good government, Internet training for indigenous people in Guatemala, wireless Internet training for community development and entrepreneurship and local economic development in Central America.

Assisted Centre staff on different programming aspects that included design, appraisal, evaluation and monitoring of projects in Africa, Asia and the Americas. Conducted participatory action research within a virtual community and published about the learning dimension of "lurkers" subscribed to on-line virtual groups. Assisted faculty staff in the organization of the Transformative Learning Centre at the Ontario Institute for Studies in Education (University of Toronto). Co-organized the 4th International Conference on Transformative Learning at the University of Toronto and participated in the elaboration of the proposal 'Education for Peace and Global Ecology'

Conducted extensive research on prior learning assessment and recognition (PLAR) in Canada and abroad. Assisted the NALL team (New Approaches to Lifelong Learning) during the overall management of this multidisciplinary research project that comprised more than 50 researchers and collaborators.
