Technical Assistance to non-profit organizations in the access and managements of funds under EU external action programmes. - Identification of EU grants financing opportunities and programmes in the EU and abroad.- Assessment of national grant schemes to identify opportunities for local CSO.- Identification and formulation of proposals within the framework of EU external actions calls for proposals. - Identification, formulation and monitoring of budget support interventions.- Support to CSO during the contracting stage of the process once the grant contract is awarded.- Monitoring of the implementation phase in compliance with EU operational and contractual rules and procedures.- Extensive experience with EU Financial Instruments and Programmes under the former MFF 2014 – 2020, and good knowledge of the EU Policy priorities and new Financial Instruments for the new MFF 2021 – 2027 such as the Neighbourhood, Development, and International Cooperation Instrument (NDICI).

Ongoing EC Results Oriented Monitoring (ROM). An on-site regular review to assess project progress in terms of resource use, implementation and delivery of results, in order to help operational managers at EU Delegations achieve the final objectives of EU development interventions.

Support Programme for Employment and Regional Integration (PROCOM) for a period of 8 years (2013 - 2021) for an amount of € 8 million of EU contribution.- The PROCOM is a private sector development programme by strengthening the capacities of intermediate organizations (chambers of commerce, business associations, unions, etc.) and supporting private-public dialogue with the objective of promoting regional integration in the Indian Ocean and its regional organisations (SADC, IOC, etc.).- Coordination of the Programme Management Unit (PMU), a mix-team of long-term experts and local personnel (12 in total). Task distribution, organization of internal meetings, identification and development of new activities, etc.- Imprest administrator responsible for drawing up the technical and operational parts of the programme estimate, and in implementing the imprest component, responsible for all expenditure commitments, payment authorisations and recoveries.- Mobilisation and contracting of short-term experts (STE) for programme activities (390 total man/days for the reference period).- Signature and supervision of contracts resulting from tenders and calls for proposals, subject to conditions and limitations laid down in the programme estimate. Acceptance of the corresponding works, supplies and services.- Design and implementation of the monitoring and evaluation system for grants signed within the framework of the Programme- Quality control of deliverables generated as part of the programme.- Assistance to beneficiary organizations in the process of identifying and formulating projects for grant applications.- Preparation of an operational manual for the evaluation and award of grants within the framework of the Programme- Institutional relations and programme representation at the corresponding fora and institutions: EU Delegation, Ministry of Industry as the line Ministry, donor coordination meetings and main local stakeholders.

Support Program for Economic Diversification - Fishing Sector (DIVECO 2) for a period of 5 years (2013 - 2018) for an amount of 15 million EUR from the EU.- The Programme aims to increase the contribution of the fishing sector to the economic diversification of the country through the improvement of the institutional organization and the performance of operators in the sector making the Algerian economy more diversified and less dependent on hydrocarbons.- Senior expert in charge of quality assurance of the programme-estimates.- Identification and formulation of two program quotes.- Support for the design and implementation of programme-estimates in accordance with the guidelines.- Development of global and annual operational plans (POG and POA).- Design and implementation of a monitoring and evaluation system for grants signed withing the framework of the programme.- Quality control of deliverables generated as part of the program.- Preparation of tender documents in accordance with the Practical Guide (PRAG).- Preparation of a Manual of procedures for the management of the Programme.- Preparation of monitoring reports (operational and financial) for the EU Delegation and HQ.

Overall purpose: administrator in charge of the financial management of the IP Key China project. A 7.5 M EUR international cooperation action in the field of intellectual property.- Responsible for the management of the project on a day-to-day basis on behalf of the programme manager.- Responsible for the management of the lifecycle of the project and the quality of its products.- Planning and risk management control.- Delivery of feasibility studies and process mapping.- Institutional relations with stakeholders and focal point for communication issues related to the project.- Supervision and management of tasks related to contracts and procurement, in particular contracts with experts implementing project activities, as well as contracts related to the procurement of goods or services for project implementation;- Quality management in compliance with EU operational, contractual and financial provisions.- Budget planning and execution, including cost-benefit analysis.- Design of monitoring schemes for project implementation, in terms of performance, resource use and delivery of results.- Drafting of contractual and legal documents (Memorandums of Understanding, Cooperation Agreements).

Overall purpose: Ensure the design, implementation, follow-up and completion of public procurement procedures undertaken by the Committee of the Regions in respect to the rules and procedures established by the Financial Regulation of the EU.- Ensure the correct completion of the tender documents.- Ensure the preparation of contract and award notices, as well as all other contractual documents related to the procedure.- Chair and coordinate the works of the opening and evaluation committees under the framework of call for tender procedures.- Guarantee the compliance of the works of the committees in accordance with the rules and procedures established by the Financial Regulation.

Overall purpose: Programme manager - URB-AL Regional Programme for Latin America- Preparation, instruction and follow-up of operational and financial aspects of regional operations in the field of external aid.- Provide operational and contractual assistance to EC delegations in Latin America.- Identify and guarantee the correct coordination with other services of the European Commission and the relevant international organizations.- Assessment of operational plans regarding the implementation of regional operations, including the preparation of programming documents and action plans relevant to a centralized operations Unit.- Identification of new programmes and drafting of its corresponding procedural documents (Identification fiche, action fiche, call for proposal guidelines, etc).- Systematic monitoring and evaluation of on-going projects and guarantee procedural compliance of operations during all project cycle stages (identification and formulation; implementation and monitoring; closure, evaluation and audit).- Coordinator at HQ of the ROM exercise for URB-AL III. A regular review and assessment of the Programme´s performance in terms of resource use, implementation and delivery of results. - Preparation of the Terms of Reference for the final evaluation of URB-AL II and the mid-term evaluation of URB-AL III.- Preparation of guidelines and tender documents for the respective call for proposals and call for tenders.- Supervisor of the 50 M EUR call for proposals URB-AL III.- Total budget of the project portfolio: 102 M EUR.

Overall purpose: Expatriate Regional Coordinator based in Amman (Jordan) responsible for the implementation of development interventions in the region.- Drafting of the organization´s Regional strategy for the period 2008 – 2011 which aimed at the institutional strengthening of Civil Society in the Middle East.- Design and implementation of a monitoring and evaluation scheme for projects implemented by the organization in the region. - Coordination of the mapping exercise of civil society organisations operating in Jordan, Lebanon and Palestine with a special focus on those acting in the fields of advocacy and human rights.- Identification and design of new funding proposals.- Operational, administrative and financial monitoring of projects implemented in the region and drafting of monitoring and final reports for funding agencies.- Projects funded by EuropeAid Cooperation Office DG, European CommissionHumanitarian Office (ECHO) and the Spanish Agency for International Development and Cooperation (AECID).- Coordination of a team of five expatriate project managers, plus eight local implementing partner organizations.- Total budget of the project portfolio: 12 M EUR.

Overall purpose: Production of an “Internal Evaluation Handbook” - Methodological guide designed for the evaluation of international projects implemented by IRC Spain in developing countries.- With a strong theoretical framework, the resulting document was adapted to the needs and particularities of an organization dealing with refugees like IRC.- The “Handbook” covered not only methodological aspects of how to conduct an evaluation but also the need to establish and evaluation annual plan and the mechanisms to incorporate the findings of the evaluations into the programming and implementation of new development interventions.

Overall purpose: Technical assistance to organizations implementing projects co-financed by the European Union’s Structural Funds in Spain for the period 2000 – 2006.- Production and execution of monitoring and evaluation methodologies for the implementation process of projects and programmes.- Assistance on operational, contractual, tendering and financial issues.- Drawing up of terms of reference for contracts and agreements.

Overall purpose: Preparation, instruction and follow-up of administrative, financial and operational aspects of development projects implemented in South America and North Africa.- Design, execution, monitoring and evaluation of development cooperation projects.- Drawing up of financial and technical monitoring reports.- Visits to the sites where projects were implemented and liaison with local partners.- Projects funded by the Spanish Agency for International Development Cooperation (AECID).
