I joined Woodside (formerly BHP) under de role of HSE Advisor to support their Mexico offshore operations in theCNH license contract Woodside partnerships with Pemex to explore and develop the Trion block at the Perdido foldbelt basin. As HSE Advisor, my main functions are:+ Monitoring rig safety & environmental performance.+ Advise on safety and environment regulatory compliance.+ Ensure full compliance of environmental obligations such as hazardous wastes, wastewater discharge, air emissions among others.+ Support the operations through environmental regulatory analysis on specific subjects.+ Maintain and improve environmental & safety management systems.+ Drive the Environmental Impact Assessment strategy and coordinate the execution efforts.+ Develop safety & environmental support material, including specific training.+ Participate in internal audits of the HSE management system and external audits of critical vendors.+ Develop and implement risk management strategies.+ Investigate incidents, near misses and hazardous conditions.+ Complete incident causation analysis, develop, implement and follow up on corrective actions.

+ Monitor and ensure HSE legal compliance as the ASEA and other competent authorities demand.+ Elaborate and monitor compliance of the SASISOPA bridging document with pertinent contractors.+ Implement the SASISOPA for current operations as well as prepare new standards and documents as required.+ Responsible for preparing monthly, quarterly, biannual, annual and other HSE Reports as required by the ASEA, CNH and other competent authorities.+ Prepare the requirements for bidding HSE services such as emergency response, preparation of technical documents (MIA, ERA, PPA, ARP, etc.), and others.+ Participate on the Process Risk Analysis preparation (HAZOP, HAZID, etc.)+ Communicate Company ERP and align equivalent contractor documents. Encourage communication of the ERP among the contractor and sub-contractor staff.+ Promote HSE Company programs/tools such as HSE observations program, JSA, risk identification and assessment, Golden Rules, and others.+ Support Manager on the preparation on the HSE annual budget.+ Gather data and integrate the HSE Scorecard as applicable for the current operations.+ Audit contractors HSE Management Systems implementation (under an ISO & OHSAS model).+ Advise on the HSE technical and legal requirements for the design and construction of different facilities: process plant, platforms and pipelines.+ Lead incident and accident investigations, and report according to the ASEA guidelines.+ Assist on the emergency drills preparation.

+ Communicate policies, procedures and HSE guidelines to the inside and outside stakeholders.+ Ensure HSe Management System (SASISOPA) implementation by vendors and contractors.+ Administer and assess the SASISOPA performance to guarantee full compliance of ASEA regulation.+ Support ASEA required legal arrangements to allow the field operations at different project stages.+ Advise the management team on HSE legal compliance status.+ Provide HSE training to company personnel as well as contractors on the different HSE programs and HSE company resources.+ Audit vendor and contractors HSE performance.+ Implement industry best HSE practices at drilling, maintenance, infrastructure and production operations.+ Lead and coordinate emergency response plan as well as communicate inside and outside stakeholders.+ Lead incident investigation, and report to the ASEA according to the authority regulation.

I was brought to join the QHSE team to help solving problems, prevent incidents and to raise the QHSE culture through the entire organization at Mexico by deploying several strategies and campaigns.Some of my main functions/achievements:+ HSE Team Leader for Cuttings Re-Injection operations at Marine Region. Together with my team, we kept, for about one year, operations without recordable incidents and no customer penalties or complains on HSE compliance.+ Act as HSE Representative for different contracts (SSPA Annex): cementing and directional drilling operations.+ I was head of different environmental sustainability projects such as illumination system upgrade, water saving and others. As a result of these projects, we obtained significant cost reduction due to electricity bill decreasing.+ Environmental Team leader for the Mexico organization. Along 2013-2014, with the support of the team, we achieved significant cost reductions for the organization by improving the environmental management and performance: estimated savings $200K USD.+ Waste management contractors right-sizing at the Latin America organization: reduction of the amount of contractors and cost re-negotiation.+ “Most Value-Added Performance” award winner: HSE Global Audit at Reynosa, zero NCR’s. First time ever result.+ Internal Auditor: ISO 14001, OHSAS 18001, ISO 9001, ISO/TS 29001 and API Q2.

I joined the HSE Team to face many different challenges on a newcomer organization at different regions of Mexico: HSE customer requirements compliance, safety and environmental permitting set up and most important target, strengthen the HSE culture across the organization.Main functions and achievements:+ Complete Health, Safety and Environmental permitting set up for the main facilities at Poza Rica. After one and a half year, the facility was completely compliant with HSE local regulations without Authority fines or penalties from government bodies.+ HSE field supervision for different services. No customer penalties for the different contracts as I acted as HSE Representative.+ Radiation Safety Officer for wireline operations. Permitting updating and responsible for Radiation Safety Program implementation.+ Instructor at New Employees Orientation as well as other training programs: 500+ employees trained.

I joined COTEMAR as part of the field HSE workforce to bring to the field personnel all the customer and company HSE requirements and more important, keep the HSE incident indicators as low as possible. All of my functions were conducted on board of a construction semi-submersible vessel and offshore platforms.Main functions:+ Lead daily HSE toolbox meetings.+ Responsible for inspecting all emergency equipment: fire extinguishers, first aid and spill kit, firefighting gear, SCBA.+ Perform gas testing as needed during hot works.+ Assist personnel to prepare PTW and JSA.+ Act as firefighter during special operations: hot tapping, pigging, pipe intervention on live systems and so on.+ Guarantee safety conditions during confined space entry works.+ Provide guidance to field personnel on waste management and disposal.+ Plan and lead emergency drills.
