About Luka Dursun
I currently work as a Senior Planning Analyst (EC-05) at the Department of National Defence, Military Personnel Command. At the directorate for Military Workforce Planning, my research and writing is in support of the CAF Reconstitution effort, helping the Chief of Military Personnel to better prioritize HR taskings across the CAF and redistribute organizational resources. At my former position as a Senior Policy Analyst with the Directorate for Personnel Strategy, I worked towards the implementation of a new strategic human resources framework for the Canadian Armed Forces. This project encompasses all levels of human capital management, from recruitment, to retention and retirement, for all members of the Defence Team, civilian or military. As an Annual Returns Auditor (AU-03) at the CRTC, I worked with team members to enforce regulatory compliance measures on major Canadian telecommunications companies. During my previous tenure as a Senior Electoral Analyst (EC-04) at Elections Canada, I was a member of the Electoral Integrity division; I was charged with identifying, monitoring, and proposing solutions to potential risks to the integrity of the 2019 Canadian federal election. In mid-2019 I graduated with an MA in European and Russian Affairs at the Munk School of Global Affairs and Public Policy at the University of Toronto. My research interests range from security and strategic studies to nationalism, language politics, ethnicity, and identity. In all areas of my research, I maintain a passion for both historical and contemporary lenses of analysis. My thesis work was an evaluation of the strategic and political legacies of the Bosnian War in NATO and Canadian military perception. Special thanks to the researchers at the Royal Military College who have assisted me in my work.Another significant research project was a thorough examination of Greek defence spending and procurement policy since the 2008 economic crisis.
