My name is Luke Welton and I am currently in the Air National Guard as a Special Warfare Joint Terminal Attack Controller. 12+ years of proven experience in operational planning, tactics, command and control, information assurance, security management and counter-terrorism.Years of working in a high stress job both at home and overseas has given me strong interpersonal skills, working exceptionally well in high-stress environments, ability to adapt and overcome difficult situations, and the ability to think outside the box to creatively solve problems. Looking back at my career, I am proud of the influence I have had as a Joint Terminal Attack Controller Instructor. Observed, coached, and trained 22 major multinational exercises that trained 400+ Joint Terminal Attack Controllers and over 72,000+ supported troops. I am also proud of the liaison experience I have done between the US Air Force and Supported US and  allied airmen, soldiers, and marines. My goal for the future is to find employment outside of the military in a career that will allow me to continue to make a difference in people's lives as well as serve, build and protect America’s national security.     As the Lot Operations Manager, I am responsible for four main areas: vehicle servicing operations, lot operations, vendor operations, and customer relations. Vehicle service operations include thetransportation, service repairs, body repairs, detail, and photography of 1,038 vehicles valued at 20 million over the last two years. Lot operation includes vehicle display, maintenance, and security of three buildings valued at 1.2 million. Vendor operations include acquiring new vendors, tracking 1.1 million in expenses to date, and negotiating prices and terms to keep up with a rapidly growing inventory. Lastly, customer relations include providing a great customer experience to fix problems with vehicles that arise after the sale. I took the company into the digital age by converting 90% of the day-to-day paper operations into digital forms. I developed a digital vehicle tracking process that increased productivity, streamlined, and put all information into one location of the business to allow us to take on more inventory. I was an instrumental part of doubling the size of the business over the last year. I manage 5 employees in my department.

    Special Warfare JTAC coordinated, integrated, planned, requested, and executed close air support missions for all branches across the DOD, provided a joint firepower capability to the US and allied forces. As a lead precision strike expert I identified, tracked, targeted, and engaged enemy forces in close proximity to friendly forces, utilizing precision strike assets. Planned, coordinated, and directed manned and unmanned, lethal and non-lethal air power, utilized advanced command, control communications (C3) technologies, and weapon systems in direct ground combat. Operated and maintained over 3 million dollars of specialized communications equipment, targeting equipment, and tactical vehicles. As an expert in tactical communications, I was responsible for controlling and executing ground, air, space, and cyber power across the full spectrum of military operations. Provided airspace deconfliction, artillery, naval gunfire, intelligence, surveillance, and reconnaissance, and terminal control of precision strike assets to shape the battlefield. As a joint fires integration expert on the battlefield, I supervised and mentored both US and allied nation’s non-JTAC–qualified individuals in operational and fire support doctrine, operations orders, airspace control and management, electronic warfare, airlift and air defense operations, targeting, ISR, weapons systems capabilities, and close air support mission planning. As an air-to-ground liaison I advised high-ranking military officials from all branches of service, both US and allied nations, on the integration and application of air, space, and cyber power assets to meet the supported Commander’s scheme of fire and maneuver. Provided training to US Marine Corps, Army, Navy, and foreign allies on close air support that included but was not limited to combat air resources, tactics, air support assets, and ordnance capabilities and limitations.

    As a Unit Security Program Manager, my primary purpose was to serve as a security specialist, providing information, industrial, and personnel security program functions in support of the installation. As Security Program Manager, my position was broken down into five duties. Duty one was to implement and administer the Information Security Program. This was done by implementing Department Of Defense, U.S. Air Force, and Major Command (MAJCOM) policies and developing local procedures for the classification and protection of classified National Defense and other sensitive information originated or controlled by installation activities. Duty two was administering the Industrial Security Program, which included overseeing proper personnel security administration such as proper visitor controls and physical security provisions and safeguards. The third duty was to implement and administer the Personnel Security Program by establishing local procedures for processing requests for security clearances for military and civilian personnel. Initiated and reviewed all requests for personnel security investigations consistent with directives. Duty four was to administer the Unit Antiterrorism Force Protection (ATFP) Program, ensuring antiterrorism planning is integrated into overall unit planning. Assisted in the development of unit antiterrorism training programs and unit exercises under the antiterrorism program. The last duty was to be responsible for the overall administration and control of the unit’s Physical Security Program. Conducted reviews of the unit’s three buildings, which contained 7 million dollars of unit resources, and ensured they met minimum physical security standards.

    Field instructor for the Joint Multinational Readiness Center (JMRC). JMRC trains leaders, staffs, and multinational partners worldwide to dominate in the conduct of Unified Land Operations anywhere in the world. As a JTAC instructor, I observed, coached, and trained (OCT) US and  NATO  forces on current and future equipment and procedures. Trained elements from the lowest military teams through Brigade Combat Teams during the planning, preparation, and execution phases of simulated combat operations. Collected, analyzed, and provided feedback to rotational units via after-action reviews in order to prepare and improve them for deployments to permissive, hostile, denied, and/or politically and/or diplomatically sensitive environments, and infiltrates forward-operating locations by land or air to participate in the full spectrum of military operations to include air expeditionary force, force projection, direct action, counterinsurgency, counter narcotic, counterterrorism, countering weapons of mass destruction, foreign internal defense, unconventional warfare, security force assistance, humanitarian assistance, noncombatant evacuation operations, multi-domain operations, advanced force operations and Joint All Domain Command and Control integrators. Integrated close air support into JMRC’s scheme of maneuver and to create the most realistic live and virtual close air support training scenarios for our joint, NATO, and coalition partners. OCT 22 major multinational exercises that trained 400 Joint Terminal Attack Controllers and over 72,000 supported troops. Instructed JTACs in upgrade training. Planned, developed, and executed full mission profiles as the instructor of record. An accomplishment in this position was creating a pre initial qualification-training syllabus for the unit’s training plan. The syllabus contains 43 classes and over 86 hours of training to make airmen combat mission-ready–qualified and prepare them for JTAC Qualification Course.

Planned six major multinational exercises that trained 100 Joint Terminal Attack Controllers and over 18,000 supported troops.
