Luke Falcon Sapp is a foreign service officer within the economic section of Embassy Warsaw. Luke's portfolio includes Ukraine reconstruction activities, cross-border issues, and the Polish transportation sector. Luke's two-year tour started in January 2024. Luke is a senior working-level U.S. policymaker and his deep expertise includes international human rights, political-military affairs, economic sanctions, speech-writing, and international negotiations within United Nations and other multi-national, multi-stakeholder frameworks. Prior to Warsaw, Luke lead multilateral engagements for the State Department's Office of International Religious Freedom (IRF). Luke's work included advancing U.S. policy within the United Nations General Assembly, Human Rights Council and establishing the International Religious Freedom or Belief Alliance (IRFBA) as the lead global governmental forum for upholding the right to religious freedom. In March 2018, Luke was selected to serve as a U.S. representative and negotiator to the 37th Session of the United Nations Human Rights Council (Geneva, Switzerland). From 2011 to 2017, Luke led implementation of the "Leahy Law" within the "Near Eastern Affairs" region (also known as Middle East and N. Africa) in a post-Arab Spring environment, ultimately assisting with counter-ISIS activities and U.S. support for rebel groups across the Middle East. Luke began his career at the Department of State as an unpaid intern in the Bureau of Democracy, Human Rights, and Labor (DRL) in January, 2011.
