Regional Program Manager Housing Lutine de Boer LL.M MA (Melit.) currently holds the position of Program Manager Housing at the Region Alkmaar (part of North Holland North). She worked a sr. policy advisor urban planning and climate adaptation at the City of Alkmaar from 2009 - 2020. Since 2016 Lutine has worked on regional and panregional acceleration of housing development in NHN, a team effort of regional project groups and market parties. In 2019 - 2020 Lutine was regional program director climate adaptation. The mission of this programme is to make this region climate resilient by the year 2050, using the seven ambitions of the National Delta Plan Spatial Adaptation (DPRA). Since mid 2020 Lutine is regional program manager housing, working towards inclusive, sustainable and affordable housing for Region Alkmaar.Education and experience:In 2005 Lutine completed Master’s programs in both Civil law and Environmental policy from the University of Groningen, The Netherlands. The Master’s degree in Environmental Policy was offered by the Joined Faculty for Energy and Environmental Studies (IVEM). In 2009 she studied International Politics (Diplomatic Studies Programme) at the Clingendael Institute in The Hague.In December 2015 Lutine graduated from the Contemporary Diplomacy programme (MA) at the University of Malta (Diplofoundation) with distinction (summa cum laude). She wrote her thesis on the subject of management of water conflicts in the West Bank. In the same year she started up Next Level Legal & Consultancy, providing international legal services with regard to environmental law, water management and cooperation.Since 2003 Lutine has worked for and with Dutch governments and consultancies in the area of built environment.
