Policy Officer (Rehabilitation, Protection And Residential Services Division)Ministry Of Social And Family Development, Singapore (Msf) Jun 2008 - May 2011SingaporeAs a Policy Officer, I was responsible for developing domestic and international legislation for the protection and rehabilitation of children and their family. I managed my division’s public communication on its policies, and conducted research studies to support policy-making. I was also responsible for Organisational Development and the management of executive volunteers in my division.In my legislative work, I formulated policies to protect and empower children, youth and families at-risk, reintegrate youth offenders and provide for the care and integration of the destitute. One of my major International legislative work was to help Singapore accede to the Hague Convention on Civil Aspects of International Child Abduction. For Singapore’s accession, I prepared the Cabinet documents for the International Child Abduction Bill (ICA). I also liaised with agencies in the formulation of the bill. I embarked on a 2-week study trip with a team of Civil Servants to Australia and New Zealand to understand their legislation and operations under the Hague Convention. The bill was passed on 16 Sept 2010. Singapore acceded to the Convention on 28 Dec 2010. I assisted in the operationalising of the Singapore Central Authority- the authority responsible for future parental –child abductions.I also wrote policy briefs for Singapore's presentation for the United Nations Convention on the Rights of the Child, at the 56th session of the Committee.Besides legislation, I communicated the division's policy position through our web portal and drafted press releases and replies to media queries. I also conducted research studies to analyse programmes' effectiveness through statistical tools, such as SPSS and STATA, and focus group discussions. Lastly, I managed the prestigious executive volunteers in my division and coordinated training for them. I recruited volunteers through organised tea sessions for the panel of Advisers to Juvenile Court and the Review Board. -
