About Lydia Cumiskey, Phd.

A postdoctoral researcher for the EU Horizon project DIRECTED at the MaREI Centre in University College Cork working on disaster resilience and climate adaptation governance across four European case studies. Previously worked with the German Red Cross on partnership, policy and community engagement for the Anticipation Hub, a platform facilitating knowledge exchange, learning and guidance around anticipatory action, across the humanitarian, climate and development sectors. Lydia completed her PhD at the Flood Hazard Research Centre (FHRC) Middlesex University London in 2020 within the System-Risk project. She conducted research in England and Serbia on achieving integration for flood risk management across sectors, disciplines and sources of risk. Through research and consultancy projects Lydia has built up extensive experience on end-to-end early warning system design and implementation, flood risk assessment and planning, policy and institutional analysis, serious gaming and stakeholder engagement. She is accustomed to working and studying in international environments, and is skilled in leading and supporting the management and coordination of projects in multi-disciplinary and multi-stakeholder settings. Additionally, through her voluntary role at the Water Youth Network, Lydia proactively facilitates a range of capacity building activities on FRM, DRR and early warning systems for young professionals and researchers globally.

Researcher within the Climate Adaptation and Impacts team at MaREI - Irelands leading research center on Energy, Climate and Marine, coordinated by the Environmental Research Institute (ERI) at University College Cork. Leading the centre's engagement in the EU Horizon project - DIRECTED - which aims to build disaster resilience for extreme climate events through enhancing interoperable data, models, communication and governance. The project will support four Real World Labs across various catchment and spatial scales, including Copenhagen and Capital region in Denmark, Emilia Romagna region in Italy, Danube region, and Rhine-Erft Region. My work focuses on developing and testing an integrated risk governance framework to enhance Disaster Risk Reduction and Climate Change Adaptation across the Real World Labs to support co-development, capacity building and ownership among targeted users.

Early Stage Researcher System-Risk Project

As an Early Stage Researcher within the System-Risk Marie-Skłodowska-Curie European Training Network I completed my PhD thesis at the Flood Hazard Research Centre Middlesex University entitled "Joining the dots: a framework for assessing integration in flood risk management with applications to England and Serbia"(see below). Alongside my research I completed numerous training activities and secondments with System-Risk project partners across Europe. In addition, I completed a teaching exchange on FRM with the University of Sarajevo, developed interactive FRM materials for STEM outreach with children and organised events in the UK such as, the Next Generation Flood and Coast event (2019). I also participated as a member of the Roles & Responsibilities stakeholder working group for the draft Flood and Coastal Risk Management Strategy for England.

Throughout my role in the System-Risk project I completed my secondment periods with Deltares as a guest researcher during my PhD. As part of these secondments we collaborated on a joint case study for my PhD in Serbia and I received continued supervisory support.

Disaster Risk Management Researcher/ Advisor

At Deltares I worked as a researcher and advisor on flood and disaster risk management across a variety of projects internationally. Project clients ranged from national governments, donor agencies, NGOs and universities. My roles across projects varied from project management to providing technical expertise on early warning and flood risk management. I acted as the project leader and flood early warning expert for the "Mobile Services for Flood Early Warning" project (Phase 1) in Bangladesh (2014 – 2015) led by Deltares and continued my role as a consultant during the second phase "People centered information gateway for early warning (TamTam)" (2015 – 2016) led by Cordaid. In addition, my expertise on Bangladesh and EWS allowed me to play an expert role in other projects, such as "Innovations in Flood Risk Mitigation in Dhaka (World Bank)". My skills in designing and facilitating multi-stakeholder workshops, conducting end-user needs assessments and project evaluation surveys were used across projects. For example;★Resilience Increasing Strategies for Coasts (RISC-KIT), European Commission★Aqueduct Flood Risk Analyser, Global, World Resources Institute★iD-lab Interactive Research Data Laboratory, Deltares★Urban critical infrastructure risk assessment, Ireland, European Commission My commitment to knowledge sharing, capacity building and business development across science, policy and practice saw my role extend to:★Preparation of proposals and consortia for international multi-disciplinary research and consultancy projects on DRM★Organising knowledge dissemination and outreach to government clients and partners for study tours and at international conferences (e.g. Understanding Risk - see link)★Providing policy support on international agendas and communication with global organisations★Supervision of IHE-Delft MSc. Flood Risk Management students on impact based early warning
