This department comprised 35 EFT staff employed by Council together with 200 contractors, $6.5 million net operating budget, $3.5million capital and $6 million contracts. It was also responsible for the management and planning of over 1/3 of Council infrastructure assets.

The population of around 140,000 were seeking improvements to ageing community facilities, busy strip shopping centres dissected by main roads and local and regional parklands such as Caulfield Park. As urban designer, Lynette held a key leadership role in developing a five year rolling capital works program, project management for design and construction of new parklands and revitalisation of urban strip shopping centres with a sense of unique character. Key to the success of this role was the development of strong professional relationships across Council, particularly with outdoor based staff and indoor professional engineers and planners.
