Lynette leads a team of 20 staff across statutory planning, environmental health regulation, building and plumbing, natural resource management, animal control, business development, community development, sport and recreation.

Dandenong, Australia

Greater Dandenong is the most culturally diverse municipality in Victoria and is referred to as the “City of Opportunity”. Located 35km from the Melbourne CBD and with an area of 129 sq km, a population of 156,000 with 2/3 born overseas, Greater Dandenong has a vibrant economy with retail, commercial and regional manufacturing sectors, government sector investment in residential and CBD revitalisation and large areas of rural business.Lynette managed the Community Development, Facilities and Recreation portfolio. This department comprised 35 EFT staff employed by Council together with 200 contractors, $6.5 million net operating budget, $3.5million capital and $6 million contracts. It was also responsible for the management and planning of over 1/3 of Council infrastructure assets.

Dandenong, Australia

Leadership role in transitioning nine facilities from across three separate departments into one community facilities team which then amalgamated with the community property, leisure and aquatic stadiums and the sport and recreation teams. A high performing team of 15 EFT delivering 46 buildings for hire and a multiplicity of programs to the Greater Dandenong community.

Dandenong, Australia

A role responsible for driving change, leading significant infrastructure redevelopment and setting new standards for shared multipurpose facilities and building stakeholder partnerships. Of note is the reconstruction and operational management of the Warner Reserve $2.1million community sport pavilion, the commencement of the $22million Noble Park ‘more than just a pool’ project, resolution of long term disputes and return to Council of long term lease buildings with subsequent community support and goodwill and facilitating mergers of sporting clubs for improved success and longevity.

Springvale, Australia

Leading a team of 11 staff comprising disability planning, leisure planning and sport development, commercial and community property assets, leasing and administration, and contract management of major leisure centres and the Dandenong market, Lynette reviewed all contracts and programs. This included the successful preparation and tendering of the major leisure centres and the Dandenong market with smooth seamless transition between management organisations and resulting in net benefit to the City of $2 million.

Springvale, Australia

Lynette’s first role at Greater Dandenong Council, developing a team of ten people comprising leisure planning and sport development, open space planning, urban design, environmental planning, arts and cultural planning.She successfully restructured the team with no industrial relations issues resulting in a renewed focus on developing the Leisure Strategy and Arts Strategy, delivery of $1.5 million of capital projects and improved financial performance (with doubling of grant income).

Wantirna

Responsible for program development and delivery for diploma and certificate students in the horticulture and landscape faculties at Swinburne University. This work was most rewarding in being able to positively influence the growth and development of the minds and skill level of young adults and the transformation of mature age students.

Ringwood, Australia

Maroondah is an eastern metropolitan activity centre boasting a substantially developed peri-urban residential municipality of population around 112,000 enjoying extensive ribbons of bushland reserve and one of the largest regional shopping centres in Melbourne. This role was responsible for review and monitoring of the contract administration of the City Parks and Works Contract valued at $6 million annually together with review and approval of $1million provisional expenditure. Other key responsibilities were the preparation and implementation of master plans including full design, consultation, tendering, contract management and construction supervision ($1.9 million annually).Of particular note, are a range of pedestrian bridge constructions in very sensitive parklands including the ornamental pedestrian bridge over the major tourist destination of Ringwood Lake.

An inner eastern metropolitan suburb with a population of 165,000, Boroondara is considered one of the more affluent communities of Melbourne, although still boasting significant light industry and unique local strip shopping centre characters. A municipality seeking to balance significant urban redevelopment with historic neighbourhood character and treed avenues and a commitment to genuine community consultation.Key highlights of this role include successful liaison and negotiation with Vic Roads to reduce impacts to residents and parkland resulting from Eastern Freeway construction; active representation to the Chief Electrical Inspector Office for the management and retention of historic tree avenues; and the project management of the award winning design of the Integrated Playground at Kew, Hays Paddock.

This was a significant period in local government history with compulsory amalgamation of municipalities resulting in Caulfield becoming the larger Glen Eira. An inner south east metropolitan council predominantly residential with a mix of houses from the 1800s with contemporary housing set amidst leafy suburbs. The population of around 140,000 were seeking improvements to ageing community facilities, busy strip shopping centres dissected by main roads and local and regional parklands such as Caulfield Park. As urban designer, Lynette held a key leadership role in developing a five year rolling capital works program, project management for design and construction of new parklands and revitalisation of urban strip shopping centres with a sense of unique character. Key to the success of this role was the development of strong professional relationships across Council, particularly with outdoor based staff and indoor professional engineers and planners.
