Richland/Kennewick/Pasco, Washington Area

Managed the Environmental Services area for the Department of Energy Mission Support Contract for the Hanford site in Washington State. Seconded to the Mission Support Alliance LLC (MSA), was responsible for conducting site-wide environmental activities and coordinating and reporting all site environmental activities across the many contractors to the DOE, USEPA and the Washington State Department of Ecology as members of the Tri-Party Agreement. Established the ISO 14001 program that led to the MSA certification.

I managed federal government contracts performing two types of services for the USEPA, environmental assessment and emergency response, and system engineering (CMMI 3) $30M/yr contract supporting STORET, Envirofacts, CERCLIS and many other EPA enterprise business systems. Co-Chaired and then supported the ECOS/USEPA Environmental Data Standards Council responsible for developing data exchange standards for the multi-state Exchange Network. I was the principal architect for the Environmental Sampling Analysis and Results (ESAR) data standards and supported that effort for about 3 years spanning my public and private experience. I supported several business captures including the Hanford Mission Support Contract for the Department of Energy ($3.1B) and the Environment, Safety and Health area lead and bid as a key person on the contract for Environmental Services.

At Ecology, I conducted environmental assessments and impact analyses for surface and ground waters across the state for 10 years. My role expanded when I became the Environmental Assessment and Laboratory Services Program Manager overseeing the environmental laboratory, Washington's Laboratory Accreditation Program and statewide environmental monitoring and assessment work. Worked with the regulated community, the public, local, tribal and federal governments to implement point and non-point wasteload allocations. I managed the program for 5 years and then became the special assistant to the Agency Director overseeing the Information Integration Project. This ground breaking project focused on integrating stove-piped data and systems across Ecology. Working with EPA and other states, developed the governance model for the National Environmental Exchange Network that would streamline environmental data reporting for regulators and the regulated community across the US. Left the Integration Project after completing the Facility/Site and Environmental Assessment Systems and spent the last 2 years of state service at the Governors Salmon Recovery Office supporting the integration of natural resources/watershed and salmon data.
