Lynne Novack is a fellow at the John Tower Center for Public Policy and International Affairs at Southern Methodist University. From 2009 to 2014, she was also associate director of the Tower Center Program on National Security & Defense. Previously she was associate director for Programs at the Tower Center (2005-2009).From 2000-2005, she was executive director of the Dallas Committee on Foreign Relations (DCFR). In prior years, she directed ten international policy, trade, and cultural conferences in Tulsa, along with numerous lectures & seminars. She served as president of Tulsa Global Alliance, director of the Tulsa Committee on Foreign Relations, and executive assistant to the president at the University of Tulsa. She was one of five founders of the American Committees on Foreign Relations (ACFR), the national umbrella organization formed in 1995 for Committees formerly part of the Council on Foreign Relations. She served three terms as president of ACFR, and continued as an at-large member of the ACFR board of directors executive committee until 2022. In 2023, she was elected Vice President of ACFR. A member of the Council on Foreign Relations, she served on the national program committee from 2004-2014. In Dallas, she served on the board of the Sixth Floor Museum honoring the memory and legacy of John F. Kennedy at the site of his assassination. She is on the advisory council of the Perot Museum of Nature and Science. Previously, she served on the board of the Dallas Committee on Foreign Relations, and on the board of directors of the World Affairs Council of Dallas/Fort Worth. Ms. Novack was appointed to The President’s Committee on the Arts and Humanities (1990-93) by President George H.W. Bush. In 1994, she was selected to be an International Visitor to the European Union.A native of Colorado, she served on the Colorado Commission of Judicial Discipline, and the Colorado Commission on Women. She has a BA in anthropology from the University of Colorado and an MA in industrial/organizational psychology from the University of Tulsa.

As first VP of ACFR, I proceeded to serve as President of ACFR from 1996-1999. I served for the first decade on the Executive Committee, and since then, as a national At-Large Director on the Board. I rejoined the Executive Committee from 2009-2013. In 2010, I chaired the selection committee for ACFR's second executive director. In 2016, back on the Executive Committee, I chair the Personnel Committee.

Our sixth annual National Security Conference sponsored by Raytheon is scheduled for Thursday, October 31, 2013 on "Making Strategy in a Time of Budget Austerity: Regional Threats and Practical Responses". After Sequester, and with Middle East in turmoil, China cyber hacking, the Air Force budget cuts being reviewed by a Congressional special committee, and Congress & the Administration still at loggerheads, this will be a most timely event. -

I was Executive Director, responsible for all aspects of the organization, including event planning, membership recruitment & retainment, leadership. During my tenure, we raised the membership from 150 to 270, planned & executed about 25 programs a year for the membership, revised the bylaws, supervised a strategic planning process, and helped thhe board leadership in developing DCFR from a board of 5 with no process for succession to a board of 12 determined terms. I assisted board committees in strategic development, leadership, membership and program planning.

DirectorTulsa Committee On Foreign Relations 1991 - 1998The Tulsa Committee had always been associated with the University of Tulsa, and when I joined the university, I took over as Director. I was the third director & first woman in the TCFR's history -- at that time celebrating fifty years. I was responsible for working with the Council on Foreign Relations in NY to plan monthly speaker events for our membership. After 1995 when the committees separated from the Council, I was instrumental in building a brand new national organization ACFR to continue programming for some 30 committees around the country. In addition, I developed a board of directors to help in energizing an aging committee of no diversity, and grew it to about 100 members of men & women from the young 20's to over 90's.
