About Lynne Miles
Lynne is an economist and planner specialising in local growth and urban policy. She is a Chartered Planner (MRTPI) and Chartered Transport Planner (MCIHT) as well as a Member of the Institute of Economic Development (MIED). She has experience and capability in a wide range of areas, including national, regional and local policy development, local economic development, economic impact assessment, socio-economic analysis, transport, planning and housing research and policy. She also has well developed stakeholder engagement and facilitation skills. She regularly appears at public events and is a confident and engaging speaker. Lynne has recent experience in local government, central government and consultancy as well as a former Deputy Director at the What Works Centre for Local Economic Growth. During her time in the civil service Lynne worked as Director of Policy at the Cities & Local Growth Unit (joint DLUHC/BEIS) with responsibility for elements of the Levelling Up White Paper. She was SRO for the UK Shared Prosperity Programme design, and ran a programme on local growth funding simplification. She had oversight of around 120 staff across local growth and regeneration policy and funding and regular direct trusted relationship with ministers. Prior to that she was the Deputy Director of Industrial Strategy, and set up an economic policy and productivity unit within BEIS. . Prior to her public sector experience, Lynne was an economist at Arup for 19 years. She has an MPA degree in public and economic policy at LSE and at Columbia University, majoring in urban policy. The MPA is an advanced master’s degree which is analogous to an MBA for the public sector.That combined experience has given her an excellent understanding of a range of economic development and policy issues. Although a technically accomplished analyst, Lynne's work now tends to be strategic in nature and broad in scope, often sitting at the intersection of economic, sectoral, skills, transport, housing and planning policy. She set up Arup's quantitative evaluation business which has rapidly established itself as a leader in econometric impact evaluation.
