Provide technical support to the location through the supervision and coordination of the performance group to ensure the reliability, efficiency, environmental excellence and economy of the location will be enhanced. Maintain location reliability through close control and prompt reporting of any potential issues derived from testing and operating records. Consult with Engineering Department regarding changes in design, installation and testing new equipment. Available at all times, including off hours, for consultation regarding critical technical issues. Periodic reviews of equipment history files and assess availability improvement measures to be taken to assure effective and reliable operations. Verify compliance with operating orders and work permits process. Verify safe work practices are in accordance with Company Policies and governmental regulations. Coordinate implementation of Company safety and health programs for employees. Prepare performance review of all employees, and various technical reports of root cause of equipment failure. Develop personnel to achieve maximum efficiency and productivity by instructing, motivating, counselling, and utilizing appropriate training

Provide project management and team leadership for multimillion-dollar capital projects, demolition of retired equipment, installation of new power plant equipment and the overhaul of existing power plant equipment. Develop and monitor schedules to meet project goals in a timely manner. Resolve project issues, assess impact to project schedule and cost, and track and report resolution. Maintains liaison between Station and appropriate Company Departments (Engineering, Environmental and Safety organizations, Purchasing, etc.) and outside contractors who provide services to the Station. Conduct meetings with Station, Government Agencies, and Company Departments personnel to coordinate project efforts. Prepare and monitors cash flow of the budgets associated with major projects and overhauls. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Ensures that costs are minimized through savings in time, materials, and proper work procedures within the scope of the projects. Ensures that good housekeeping and cleanliness practices are followed, before, during and at the end of each project.

Supervise subordinate personnel in the operation, repair, and maintenance of 1.3 million pounds steam production plant and associated equipment. Ensure that all work activities are performed in a safe, efficient and reliable manner and in accordance with established policies, procedures, engineering plans and specifications and environmental laws and regulations by conducting safety talks, providing support and resources and conducting safety audits. Maintain mandatory compliance and skills training as required by OSHA and company specifications, and by taking corrective actions and giving timely feedback. Interpret computerized reports and determine their application for work related activities and ensure that reports are accurate and signed to indicate approval, as well as accounting for and approving expenditures for labor, material supplies and equipment within prescribed budgets.

Responsibilities include technical support for Annex Boilers and auxiliary components, Air System, Pier 98, Civil Projects/Modifications, and EHS. Technical support include system performance reviews/reports, root cause analysis/report and corrective action plan for Incidents, provide input to operational procedure and testing activities. Monitor plant systems, boiler efficiency and reliability, system walkdowns and condition assessment. Develop and implement operating procedure and acceptance test plans, recommend ideas to improve overall Station operation and reliability. Coordinate with Central Engineering on new projects and modification. Provide technical input to assist station personnel with budget preparation and support documentation necessary to prepare outage schedule.

Responsibilities include engineering assessment of equipment failure, and root cause analysis investigation. Develop recommendations for corrective action to prevent re-occurrence. Review/manage vendor design and installation reverse osmosis system. Resolve Station FDNY violations by upgrading the existing systems, through consultants, communication and interaction with fire department. Prepare and submit Work Permit Applications to the Department of Business Services. Provide technical solutions to plant Operations and Maintenance problems in order to achieve the maximum MWH production, equivalent availability, and lowest heat rate possible. Prepare equipment specifications for purchase, and installation; prepare and evaluate equipment bids; evaluate bids and recommended contract award. Review contractor and vendor proposals; resolve installation/contract issues; verify equipment fabrication and installation conform to design specifications. Deliver assigned projects under budget and on schedule. Perform economic evaluations and feasibility assessments.

Purdom Unit 8 Combined Cycle 233 MW Power Plant - Tallahassee, FL Responsibilities include unit instrumentation material take-off, procurement and installation. Provide support during system piping installation and NDE inspection. Responsible for fire protection system installation and testing, HRSG construction and inspection, and coordination of various systems start-up packages. Warrior Run C02 Project 150 tons/day - Cumberland, MD Provide engineering support to construction superintendent and crafts ensuring compliance of all engineering standards, codes, and design specifications. Procure material, invoice approvals, quotations and material change orders. Prepare field design, change requisitions and "as built" drawings, as required. Research and resolve drawing interpretation problems, conflicts and interferences. Submit discrepancies to design engineer and provide recommendations for resolution. Prepare scope field change reports as required. Provide coordination and technical direction to superintendent and craft to ensure work is completed in proper sequence. Project Controls Specialist - 1996 to 1999 (Warrior Run Cogeneration Project (182-MW) - Cumberland, MD) Actively involved in the construction of a 182-megawatt power plant from ground breaking thorough facility start-up. Developed and maintained budgets, cost control reports and performance tracking tools for each discipline. Interfaced with project team to evaluate cost impacts due to scope and schedule changes, and provide written and oral analysis of the results. Prepared staffing and cash flow reports for management. Assisted in preparing preliminary work schedules. Worked closely with the accounting, purchasing and project teams to coordinate and develop cost estimates for on-going and new tasks. Instrumental in developing and implementing a field change order policy and procedure which recuperated 100% of the extra cost incurred as a result of field changes requested by vendors & subcontractors.
