Over 27 years of experience managing scientific, engineering, and environmental programs with a focus on DOE nuclear facilities including the Nevada Test Site, Los Alamos National Laboratory, and the Lawrence Livermore National Laboratory. At the Nevada Test Site, she managed preparation of the Environmental Assessment for the Yucca Mountain Site and worked to define and address licensing issues. She also managed the environmental remediation program at the Nevada Test Site, including an office of over 150 engineers, scientists, and business management professionals. At the Los Alamos National Laboratory she directed the Security, Safety, Quality, and Environmental Compliance programs for the facility management contractor. She was the principle author of the Department of Energy’s plan for selecting a site for the nation’s only commercial nuclear waste repository. She also recommended and developed environmental compliance strategies, and reviewed environmental reports. She helped DOE negotiate regulatory agreements with the State of Nevada, which specified the milestones and measurement tools for successful remediation. She negotiated an annual performance plan with the DOE, specifying technical and management goals, as well as performance incentives for goal attainment. Ms Brown interacted with the NTS Field Office Manager, technical project managers, and legal, and contracts staff on a routine basis to ensure that client goals were being met and that client concerns were being addressed. Although the award was generally reserved for DOE facility management contracts, Ms Brown decided to apply for the Department of Energy’s Performance Excellence Award, which is based on Malcolm Baldridge criteria for quality performance.
