In this capacity, she championed a robust “lessons learned” program, made recommendations on best practices for environmental programs and remedial actions. She routinely met with local law enforcement officials and security officials from industry and government to increase the physical and cyber security of the Lab. She managed the security documentation programs, and was responsible for improving training, promoting health and safety practices, and maintaining safety records of over 1000 KSL employees and subcontractors. She directed environmental compliance strategies, and the procurement of an environmental compliance subcontractor. In addition to her corporate duties at KSL, Ms. Brown was the senior liaison for Shaw Environment and Infrastructure, one of the three companies that formed the KSL limited liability company. She oversaw the groundwater monitoring and modeling project, the clean-up of hazardous and mixed waste sites, and the mapping of all known radioactive, hazardous, and mixed waste contamination at the NTS. She helped DOE negotiate regulatory agreements with the State of Nevada, which specified the milestones and measurement tools for successful remediation. She negotiated an annual performance plan with the DOE, specifying technical and management goals, as well as performance incentives for goal attainment. Ms Brown interacted with the NTS Field Office Manager, technical project managers, and legal, and contracts staff on a routine basis to ensure that client goals were being met and that client concerns were being addressed. Although the award was generally reserved for DOE facility management contracts, Ms Brown decided to apply for the Department of Energy’s Performance Excellence Award, which is based on Malcolm Baldridge criteria for quality performance.
