The SKALA Program is a major investment by Australia aimed at reducing regional development disparities in Indonesia. It seeks to enhance the efficiency of Indonesia’s decentralized government system in delivering basic services. The primary strategy of the SKALA Program is to promote improved collaboration among Indonesian government entities at both national and local levels, fostering synergies that lead to better service delivery outcomes. Building on the successes and lessons from Australia’s 17 years of prior support, SKALA aims to scale up these achievements. The program is structured around 3 main pillars:1. Strengthen the national framework to support local service delivery.2. Improving governance at the sub-national level for better service delivery.3. Increasing participation, representation, and influence of women, people with disabilities, and vulnerable groups.As a Provincial Engagement Specialist with the SKALA Program, I am dedicated to enhancing regional development in Indonesia by supporting engagement with provincial and district stakeholders. My role involves providing technical support, facilitating activity implementation, and ensuring coherent program engagement.I collaborate closely with provincial teams and other Leads at both national and subnational levels, coordinating with the Government of Indonesia to align our workplans with their priorities. Under the guidance of the Provincial Lead, I work with the Planning & Quality and Performance & Learning Teams to ensure SKALA's effective delivery.With a focus on improving service delivery and governance, I am committed to reducing regional disparities and enhancing the participation of women, people with disabilities, and vulnerable groups. EMAS’s main objective is to support Labuhan Batu District governments to make sure hospitals and health centers are able to and are held accountable for providing high quality care for maternal and newborn-related emergencies, and Helping to ensure that in emergency situations, pregnant women and babies are sent to an appropriate health facility in a timely manner and are given life-saving treatment while en route to the hospital.Yusran Applying and facilitated a Refferal System Strengtening with Improving linkages among and strengthening networks of hospitals and health centers, Using simple mobile and web-based technology to improve communication, shorten referral time and ensure patients are stabilized, Putting in place a set of standards and regular audits that help districts identify and monitor strengths and weaknesses in referral systems and ensure appropriate policies and standards of care are in place, Reducing financial barriers and ensuring equitable access to social insurance and with other staffs in district to make sure Quality improvement of Hospital and Health Centre, and also interventions are targeted towards preventing and treating the main causes of maternal and neonatal death. For pregnant mothers this is post-partum hemorrhage, eclampsia, sepsis and obstruction. For newborn babies this is asphyxia, complications of prematurity, infection and respiratory distress. LOGICA2’s main objective is to support Aceh Tamiang District governments to deliver improved services to raise living standards of the poor, based on needs assessments by local recipient communities. My role in LOGICA2 is in applying and managing interventions that strengthen the capacity of District governments to build effective administrative and accountable systems that address priority village needs. He has also shaped new approaches and strategies that strengthen the capacity of communities and marginalised groups to advocate their needs and aspirations government. Yusran Applying and facilitated a bureaucratic reform program package, which included ‘Service Improvement Management’ (SIM); application of Minimum Service Standards in health and education; Performance-based Planning and Budgeting including the application of Performance based Incentives; and Competency Based Human Resource Management for Government Officials. Under my supervision, Yusran lead a team of 2 Program Managers 6 Cluster Coordinators, Administration staff and field staff to provide technical assistance to improve the governance and performance of District governments and frontline service delivery units. GHD is an international company working in Aceh to provide technical assistance support for BRR IREP – IPM was the consultant for the implementation of IRFF infrastructure projects in Aceh and Nias, which included construction of roads, bridge, water resources and sanitation, coastal protection and environmental safeguards.As a Technician Assistant for Program Management unit, my main task were to provide assistance to Program Management Team Leader, Deputy and its members in ensuring overall quality of consultancy service to BRR, Ministry of Public Works and the World Bank as the clients.Periodically, together with the Quality Assurance/ Quality Control team, I was required to visit project locations to perform spot checking and material tests to confirm their contract compliance and make recommendations to the clients.
