With high-cost projects remaining unfunded, my goal was to identify near-term, lower-cost safety recommendations.For the study, I compiled and analyzed five years of crash and traffic data. I developed Synchro intersection and SIDRA roundabout models for both no-build and build scenarios and created GIS maps illustrating crashes, traffic volumes, and safety recommendations.I then authored the report and designed the graphics, presenting the findings to the executive committee and gaining their approval. Additionally, I met with elected officials to discuss the study's findings and followed through with the implementation of the recommended near-term safety improvements.

As the lead of a 15-member team, responded to emergent conditions on state highways, implemented novel Intelligent Transportation Systems (ITS) solutions, showcasing leadership and technical expertise with the implementation of the region’s first dynamically tolled freeway.-Project Highlight-I-405 Express TollApril 2014 - January 2016As an Operations Engineer and Supervisor in the Traffic Management Center, I was responsible for implementing and tuning the toll rate algorithm for the new tolled facility on Interstate 405 in the Seattle area. This project aimed to alleviate congestion during peak hours, providing a reliable commute for transit, HOV, and other users, while offering SOV traffic a paid option for a more dependable trip.The unique challenge was balancing traffic demand, travel speeds, and toll pricing across a 15-mile corridor. I established operational parameters for the first use of a fuzzy logic algorithm for a tolled facility in the US. Using R, I created a simulation suite to iterate through 134 pricing scenarios, optimizing toll rates based on several months of data from over 100 traffic detectors.I created visualizations to demonstrate the optimized results, building consensus among internal stakeholders. I deployed the toll algorithm parameters and supported the project after go-live with continuous monitoring, reporting, and tuning. Additionally, I acted as a spokesperson for live media interviews to explain how dynamic toll rates are calculated.

The project featured a speed harmonization algorithm, lane closure management protocol, and overhead signs every half mile to relay messages to drivers.I tested, programmed, and implemented the advanced traffic management systems, serving as the technical expert for sign communication protocols. This involved managing acceptance testing of sign firmware and displays, resolving issues with vendors and software developers, and configuring hardware and software for operation.Additionally, I designed visual display symbols to aid drivers navigating the system, managed testing of the software user interface, and trained staff. Utilizing GIS and SQL, I quickly linked geospatial data with roadway and crash information. GIS was particularly useful in grouping crashes at intersections assigned to multiple approaches and locations in the vicinity. The next step involved identifying crash types and intersection characteristics that lead to severe crashes, such as posted speed limits and crash types like rear-end and angle crashes.I then formulated and implemented a prioritization matrix to rank 5,244 intersections based on these features. This allowed for more effective allocation of investments based on operational performance. I presented the results to executives, demonstrating the process and contributing to a more efficient prioritization of funding towards high-need locations.
