Project lead on the development of the Naval Advisory and Training Team Libya. A unique opportunity to lead a team of RN personnel in advising all levels of the Libyan Navy (LN) and Air Defence Force (ADF) in establishing their operational requirements to move forward from the previous regimes legacy. Responsible for a full analysis of the LN operational capabilities and advising on future fleet procurement policy and procedures. Establishing the training needs of the LN to best utilise their current capabilities and directing their infrastructure needs for future capability training. The greatest challenge coming from leading ‘Change Management Events’ with the highest levels of the LN and ADF, the previous 40 years of military training, procurement and operational philosophy, was/is deeply entrenched. Successes came through steering their perceived requirements to the most appropriate and affordable level to meet their national and international obligations.
