• Assess and analyse trends, needs and conditions for the Federation involvement ; assume accountability for the effective implementation of activities serving vulnerable communities.i• Lead TRC ‘Tunisian Red Crescent) capacity development, including coordination of the OCAC exercise as well as of BOCA in selected branches; understand TRCS needs at central, regional and local levels, enabling the TRCS to strengthen its capacity in policy development, networking, program monitoring, impact assessment, reporting skills, administrative systems, etc. • Ensure timely and accurate financial monitoring and reporting of the project. Ensure sustainability of the project results.• Liaise closely with the donor and the TRCS Central Committee in regular project committee meetings, propose adjustments as deemed necessary.• Support the TRCS in developing a strategic direction and developing future and adjusting existing policies, particularly in Disaster Management and Volunteer Management.• Work with technical advisors and Resource Mobilisation officer in Beirut and in Geneva to negotiate new programme and operational funding.• Take responsibility for overall management of programme finances and ensure timely reporting to donors.

• Support to assess and analyse trends, needs and conditions for the IFRC involvement in Libya in all programmes and assume accountability for the effective implementation of activities serving vulnerable communities in close collaboration with the technical teams based in Tunis and MENA Zone Office.• Ensure professional support to the Libyan Red Crescent, fully understand their needs and enabling them to strengthen their capacity in policy development, networking, programme monitoring, impact assessment, reporting skills, administrative systems, international contacts, etc. Support NS to ensure that agreed recommendations from evaluations are implemented.• Ensure a continuous and coherent coordination with the Health Department, Zone Health focal points and Red Cross EU Office and the focal point with EU NSs and EU/DEVCO on the project related policies;• Maintain regular contact with the LRC and other partners on the development of the Federation supported activities and be involved in partnership process to ensure appropriate international cooperation and discuss progress from local and international perspectives.• Develop integrated work plans for the protection project together with technical advisors in the Regional office in Tunis and Zone office and in Geneva, PNS, ICRC.• Lead in the process of ensuring the Libyan Red Crescent relevance within the Movement by way of ensuring discussions on improvement.• Ensure programme activities are in line with strategy 2020, and the protection project document and respond to needs of the LRCS and communities served.• Ensure that the implementation of this Project contributes to the Capacity Building of the LRCS.• Liaise with key coordinators in the Zone Office (ZO) and Geneva to ensure coherence and compatibility with Zone and Geneva strategy and plans

•Line manager for Norwegian Red Cross staff in the country. • Assist NS (National Societies) (of Red Crescent in North Africa) in national and local level assessment of prevailing/frequent disaster risks, vulnerabilities and capacities in order to identify priorities for disaster preparedness and assist them in developing relevant strategies and programmes.• Develop an efficient North Africa Zone office communication process to foster adhesion to and support from North Africa National Societies. Handle media relations, in cooperation with the MENA zone office communication officer as required, through an updated list of key media, flow of regular information.• Facilitate the establishment or improvement of NS contingency plans. Review of NS logistic (including stocks and transport systems for disaster response while thoroughlyassessing options for sustaining them). Assist and facilitate an adequate communication with NS partners at country level. • Liaise with ICRC , international, government and non-governmental agencies involved in disaster preparedness / or disaster management / programs / issues in order to best fulfil responsibilities and collaborate where appropriate in order to promote high-quality and complementary integrated programs.• Assist NSs to prepare a resource mobilization strategy for their Community Based Programs and in establishing appropriate planning, monitoring and reporting procedures
