I am a Senior Environmental Planner at the Metropolitan Washington Council of Governments working on climate, energy and air quality planning. I manage the Regional Climate and Energy Action Plan and my work focuses on tracking progress towards the Plan’s goals and implementing initiatives to meet its goals. I was the staff lead on earning the region recognition as a Global Covenant of Mayor's U.S. Metro-Scale Climate Leader in 2019 and The White House Climate Action Champion designation in 2014. These recognitions opened up grant and technical assistance opportunities to further support implementation of climate planning and action measures in the region. Recent initiatives include developing greenhouse gas inventories, projections and scenarios; regional climate risk and vulnerability assessment; local clean energy feasibility assessments; environmental justice and equity; electric vehicle deployment planning; and leadership awards. I serve as a lead staffer for MWCOG’s Climate Energy and Environment Policy Committee and provide support for air quality, energy, electric vehicle, advocacy, and public advisory work groups and initiatives. I have served on the Sustainable Maryland Executive Committee since its inception. I previously served on ICLEI’s Communities Protocol Committee for Greenhouse Gas Accounting, the LEED for Cites and Communities Work Group, the Resilient Communities for America Advisory Committee and the State of Maryland Green Purchasing Committee.

Managed the launch of an online enterprise carbon accounting tool, Carbon ExpressTrack. I was a partner account manager for over 50 business accounts and performed outreach to government agencies, universities, hospitals, associations, and businesses.

I was the regional sustainability, energy and water conservation planner serving local governments in the Atlanta region. I developed and managed the Green Communities Program, a comprehensive environmental certification for local governments that addresses sustainable urban development & environmental best management practices. Within the first year of the program launch nine local governments were certified. I served on the Fifty Forward staff team to engage over 300 regional leaders and the community in developing the Atlanta region’s 50 year vision for sustainability & energy. I also served on the Southface EarthCraft Communities Council and the STAR Community Index Committee. I managed the Regional Water Supply and Conservation Plan, assisted 60 water providers with implementation of plan measures and managed the first 5-year update of the plan.

I built and analyzed databases in Geographical Information Systems on roads, bridges, conditions, and projects for a sub-contract the company had with Georgia Department of Transportation. I also assisted with the research and development of the Cobb County Community Transit Needs Assessment.

I researched, developed and analyzed a database of all Statewide Transportation Improvement Program (STIP) projects for the past 20 years. I identified hundreds of projects that still need completion and why they were not completed. The percentage of incomplete projects, project types and other results were prepared for DOT Board review.

I performed financial planning and analysis related to lease agreements, aircraft maintenance, and pilot payroll. Some specific tasks included internal auditing of airport lease agreements, identifying aircraft time remaining before maintenance, identifying lease termination notice requirements, and cross-referencing pilot payroll codes to performance.

I assisted with airport facilities and land use planning at Hartsfield-Jackson Atlanta International Airport (H-JAIA). I conducted several months of field work to create the first Geographical Information System database of airport facilities for H-JAIA. I used my field work experience to assist in writing the space and room methodology report that was implemented throughout H-JAIA. In terms of land use planning, I conducted an evaluation of the land use affected by the noise contours that was used to determine is further insulation or purchasing of homes that would be required around the airport. I conducted land use reviews for community meetings, conducted data sampling for the Parking Revenue Study as well as provided data and map support for engineering and planning projects.

I assisted in an unpiloted aerial vehicle (UAV) airspace and airport study where we analyzed the opportunities and risks of flying UAVs into commercial airports. Included in the analysis were the risks due to surrounding land use and populations. I researched airport expenditures at Wallops Island and made recommendations that would result in over $100,000 in annual savings for the department. To begin implementation of these recommendations I developed statements of work (SOW) for aircraft and facilities, developed a SOW for a cooperative agreement between NASA and my university, created a fractional aircraft test program report, and presented the results to NASA. I also had pilot-in- command time during NASA’s King Air transport flights.

As a Unicom operator I communicated weather, take-off, landing, and parking advice to aircraft over radio. I checked and cleared obstructions to airplanes on runways and taxiways. I provided customer service to pilots including developing flight plans and fueling aircraft.

I gained pilot-in-command time in a Cessna 206 while traveling to Maryland airports to assist managers with airport planning, management, and license renewals. I analyzed airspace and land use surrounding Maryland airports to identify tower obstructions to landing aircraft. I also assisted at conferences, air shows, and air fairs.
