Area of expertise:- Presently full time Consultant recruited (until January 2022) for the development of CARE Cote-d’Ivoire-Guinea 2022-2026 Country Strategy aligned to CARE International’s 2030 Vision - Proposals writing and Business Plans Development- Quality Assurance, Financial monitoring and supervision, budget planning- Strategic and Operational planning- Support, Coaching, and Capacity Building- Evaluations, Assessments and Diagnosis- Act periodically as CFO to provide financial oversight for SNA Africa SAS in Guinea and ensure that in-country finance operations are accountable for and optimize the use of financial and human resources in order to meet the needs of all SNA’s operations (Agriculture, road construction, tourism, etc…) in Guinea- Supervision, Coaching, and Capacity Building for Non-state Actors- Programs/Projects Design, Monitoring and Evaluation

Key responsibilities: ensure that SNA’s finance operations are accountable for and optimize the use of financial resources in order to meet the needs of all SNA’s operations (Agriculture, Road construction, Tourism, etc…) in Guinea. Specifically:1. Review and consolidate monthly, quarterly and annual financial reports.2. Ensure all financial plans, invoices, reports, and other financial documents and transactions are accurate, timely, and consistent with SNA Headquarters in South Africa3. Fulfill all financial reporting requirements of SNA, and ensure that effective systems are in place, and regularly reviewed, to allow adequate financial management and control over assets and funds of the company4. Prepare and monitor budgets to ascertain that spending occurs as planned and that variances are anticipated, noted, and corrected5. Ensure that key personnel are aware of budgetary resources and prepare quarterly reports, consolidated annual fiscal report.6. Ensure that appropriate segregation of duties exists to ensure effective support of in-country operations and to protect the integrity of the country office finance and administrative operations.7. Develop, review and regularly update cash flow forecasts to ensure proper funding of in-country operations8. Lead year-end reporting process in compliance with in-country legislation and corporate requirements9. Ensure that SNA Africa fulfills all its legal and administrative obligations in Guinea as it pertains to the local legislation10. Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with SNA headquarters in South Africa.

Key responsibilities: - Develop strategies and operational plans to deliver impactful projects based on the Rights-Based Programming and aligned to PLAN’s New Global Strategy- Lead the technical design and management of Plan International programs and projects within the framework of the Country Strategy Plan- Lead on-going reflection to Programme Strategy, Learning and Technical quality- Oversees the implementation, management and monitoring of Plan International programs and projects within the framework of the Country Strategy - Expand and diversify PLAN grants portfolio; - Build strategic and local partnerships to ensure community ownership and sustainability - Support the Country Management Team to strengthen program quality and sponsorship to provide evidence based programming for strategic partnerships.- Deputize for the Country Director.Authorization limit: EUR300,000

Key responsibilities: Lead development and implementation of strategies and operational plans to deliver quality programs for children and communities based on the Plan’s Child Centered Community Development (CCCD) approach. Support the Country Management Team to strengthen program quality, mobilize resources, and implement the Sponsorship program to provide opportunities for cooperation, networking, alliance-building, and learning and knowledge management. Key responsibilities• Leads the Operations departments and staff providing finance, logs, admin, HR and security services to Plan Haiti’s development and disaster response• Line manager to 5 key staff (Country Finance Manager, People & Culture Manager, ICT Manager, Administration Manager, Logistics, and Security Manager) you will be responsible for developing the business areas and ensuring each function is robust and able to stand alone in demanding circumstances• Supervises the planning and delivery of all logistical requirements of programme work in line with procedures eg: purchasing, distribution, storage, transports, maintenance of equipment, safety and security• Oversees the timely and accurate disbursement of budgets and all reporting on fund disbursement• Overall supervision of relationships with suppliers and contractors • Overall supervision of all People & Culture issues to ensure contracts, procedures and policies all followed• Plans and reports to Country Director on security assessments and any changes in level requiring action• Represents Plan at interagency networksAutonomy Level: EUR200,000
