Program Officer-Media Development And Freedom Of ExpressionUnesco Aug 2019 - Jun 2020Phnom Penh, CambodiaI worked for UNESCO to implement the project called, “Working towards an Access to Information Law in Cambodia: Bridging the Government and Citizens for Participatory Law-Making” (A2I Project).- Providing technical assistance to the Ministry of Information and media community for review and finalisation of the draft Law on Access to Information (A2I). - Supporting in designing and commemorating the International Day for Universal Access to Information, in consultation with Ministry of Information, media development partners, media community, and journalists in Cambodia•Identifying partners and supported in designing capacity building activities to strengthen A2I ecosystem in the country, especially through thematic areas including (a) Fake news and A2I nexus, (b) ethical investigative journalism and safety of journalists, and (c) Media and Information-Literacy (MIL)•Supporting in preparing necessary project progress reports, communication with the donor and partners, as well as the final project report.•Providing technical assistance to develop concept notes and project documents, based on a thorough needs analysis, for potential next stages of the A2I project related to freedom of expression and media development issues•Conducting and providing technical assistance for active functioning of the media development working group, including supporting coordination with media partners, and mapping of media donors and stakeholders in the country.•Coordinating in communication with other United Nations Communication Group (UNCG) to promote UNESCO’s activities. -

Research ConsultantAustralian Broadcasting Corporation (Abc) Aug 2018 - Mar 2019CambodiaI was commissioned by the ABC to conduct two Endline research studies after I graduated from Australia, and successfully completed the assignments with high-quality outcomes as part of monitoring and evaluation process. - Designing research methodology aligning with the Baseline study to evaluate DFAT funded and ABC managed Cambodia Communication Assistance Project (CCAP) across five target provinces including Battambang, Kampong Cham, Siem Reap, Kampot and Kratie. The research studies focussed on better governance and combating violence against women as key themes of the project. - Leading the research team to collect data using qualitative and quantitative methodologies. - Liaising with the governmental officials both at national and sub-national levels for interviews and managing and analysing data using SPSS and Thematic analysis. - Producing Endline reports of the two project activities (Check Link 1 and Link 2) to be incorporated into the CCAP’s completion report. -
Program CoordinatorAustralian Broadcasting Corporation (Abc) Aug 2012 - Sep 2015Phnom Penh CambodiaI led a program team to implement number of activities of the DFAT funded Cambodia Communication Assistance Project (CCAP) to promote better governance at sub-national level.- Liaising and working with the Ministry of Information, the Ministry of Interior, provincial departments of information, sub-national governments, non-governmental organizations to implement the project related to good governance and violence against women. - Training and mentoring relevant staff of four provincial departments of information (PDIs) to produce Talkback radio programs and news stories on good governance and violence against women and gender equality issues to give voices to the public and hold the government accountable and transparent.- Conducting brief studies on good governance, gender equality, violence against women, and women empowerment at the sub-national and national levels. - Coordinating, supporting, monitoring, and reviewing project implementation in line with the project’s goal and outcomes. - Coordinating with civil society organisations and the Ministry of Women’s Affairs to identify key challenges faced by women and build local partners’ capacity to develop contents for radio programs with aims to promote gender equality and end violence against women. - Establishing listener’s clubs across the target areas in Cambodia, by promoting women’s participation and voices, demanding better service deliveries from the local government. - Developing and documenting successes of the project activities, especially pitching the women’s voices in demanding better governance, and reporting issues concerning their safety. - Supporting counterparts’ staff to develop and implement business and marketing strategy for their sustainability. - Supervising several staff members including the Information Communication Technology Officer.- Providing the ABC for online publication with success stories and research reports and identifying challenges, risks and lessons learned. -
