• Assist with strategic planning, monitoring, and evaluation of project activities.• Assist with M&E planning for the Program, e.g. definition of SMART indicators, target setting, design of systems for performance and quality tracking.• Assist with the development and revision of M&E tools• Work closely with HIV sector partners to increase data use for program planning and evaluation, policy development, quality improvement and advocacy.• Participate in relevant MOH Technical Working Groups (e.g. M&E TWG).• Work with the project director and coordinators to develop, maintain and expand recency surveillance data management systems.• Coordinate and supervise data entry and management of recency testing results and facility-level HIV service data collected during the project.• Review data for inconsistencies or anomalies that could skew analytical results.• Maintain databases and conduct routine maintenance as needed to ensure data integrity• Streamline data collection and analysis procedures• Support the compiling of weekly, monthly, and quarterly reports• Respond to regular reporting requirements from major donors and partners of the national HIV Program (e.g. Global Fund, WHO, UNAIDS, PEPAFR) in a timely manner.• Coordinate, supervise and participate in data collection and quality assurance at service delivery sites.• Design and support implementation of data collection and supervision tools and protocols.• Generate operational research topics and targeted/public health evaluation questions needed to support the scale-up of HIV/AIDS programs• Support coordination of Electronic Medical Records Systems deployment for HIV testing services; participate in relevant Task Forces within MoH (in collaboration with IT Program Officer).• Perform other duties as assigned by the MoH and I-TECH as needed.

For a mixed-methods study that aims at addressing research questions related to the Malawi’s program for prevention of mother-to-child-transmission of HIV (“Option B+”), my responsibilities include:• Supervision of digitization of paper based medical records across health facilities in Malawi; • Development of data entry tools;• Training and supervision of data entry clerks; • Data management including verification, validation and cleaning; • Development of data extraction scripts from an OpenMRS model; • Development of data backup and disaster recovery strategies;• Performing probabilistic record linkage for datasets without unique identifiers using KNIME;• Setup and management of a wireless local area network;• Statistical analysis of observational data.

Reporting to the Senior Data Systems Manager, I was providing database management services to research projects based within the MLW Clinical Research Programme, including the development of programs for use in the data management process, ensuring backup and disaster recovery plans are in place, assist data manager(s) in the data management process.Key responsibilities included:• Design, develop and maintain data collection and entry systems; • Program mobile data collection applications including those used on PDAs and mobile phones;• Data management including cleaning, verification and validation; • Statistical data analysis; • Development and maintenance of documentation and standard operating procedures (SOP);

• Responsible for the analysis, design, coding and testing of new computerized systems;• Design, develop and manage databases and systems; • System and network administration;• Produce various reports required from time to time by users; • Provision of in-house training to data processing clerks and other ICT users within MANEB.
