City of Louisville, CO ($80 million Budget, 236 FTEs, Pop. 20,100)• Awarded “City Manager of the Year” by Colorado City/County Management Association• Coordinated public involvement, facility evaluation, financing plan, bond election, RFP, evaluations and selection of design team, owner’s representative and contractor for the $28M recreation center expansion project and the award winning $14M City Services Facility as well as related land acquisition and sell/lease evaluation and leasing of the former Services Facility• Coordinated tax increment financing and negotiated agreement with BNSF RR for $3.1M South St. Gateway underpass, which was the catalyst project to connect adjacent neighborhoods and stimulate Downtown East Louisville neighborhood transformation from blighted industrial site into thriving mixed-use area• Negotiated entitlements, financing and other agreements with Boulder County Housing Authority to construct 200 units of affordable housing• Led negotiations on multi-agency contract and financing for award winning US36/McCaslin Diverging Diamond Interchange that reduced accidents 36%, saved $25M over other designs, reduced BRT transit times, and increased interchange capacity/traffic flow • Directed numerous initiatives, including a Main St. patio program, that revitalized Downtown Louisville, generating a sustained increase in sales tax revenue of 190% over 7 years.• Rebuilt & reopened Coal Creek Golf Course (destroyed in 2013 floods) in 21 months, within $5M budget and on time, winning an award from Avid Golfer for the redevelopment project • Secured 2,000 kW and over 52% of the City’s electricity from renewable sources, reducing costs more than $1.5 million over 20 years• Implemented City’s single hauler, single stream curbside trash, recycling and composting program, years ahead of most other cities.• Transitioned from annual to biennial budget process, promoting longer term planning and reducing budget process time by more than 50%.
