• Transformed Mayor’s Neighborhood Advisory Commission into an effective venue for two-way communications, neighborhood involvement and capacity building
• Implemented numerous changes to City operations and budget, reversing the previous operating deficit of over $1 million, returning the City to a balanced financial condition

• Kitsap County, Washington (pop. 239,500, $300 million budget, 1,100 employees). Chief appointed official.
• Coordinated financing, RFP, evaluations and selection of design team, owner’s representative and contractor for the award winning County Administration Building ($12M new construction) and same plus construction.
• Directed actions to bring the Comprehensive Plan into compliance with the WA Growth Management Act (I was appointed after the County was sued for violation of the GMA and my direction helped achieve compliance and.
• Led labor relations/contract negotiations with 13 collective bargaining units and avoided labor strikes that were threatening prior to my tenure
• Implemented 6-year fiscal planning and transitioned from annual to biennial budget
