Highest ranking appointed staff in strong Mayor city. • Led City’s team in the joint City/Port of Bellingham 220 acre mixed-use waterfront redevelopment; secured $25 million in tax increment State matching funding, and $1.1 million Whatcom County ED Incentive funding for project• Transformed Mayor’s Neighborhood Advisory Commission into an effective venue for two-way communications, neighborhood involvement and capacity building• Implemented numerous changes to City operations and budget, reversing the previous operating deficit of over $1 million, returning the City to a balanced financial condition

Chief appointed official.• Coordinated financing, RFP, evaluations and selection of design team, owner’s representative and contractor for the award winning County Administration Building ($12M new construction) and same plus construction oversight for the $30M 310-bed expansion of the County Jail.• Directed actions to bring the Comprehensive Plan into compliance with the WA Growth Management Act (I was appointed after the County was sued for violation of the GMA and my direction helped achieve compliance and avoid further expensive litigation)• Led labor relations/contract negotiations with 13 collective bargaining units and avoided labor strikes that were threatening prior to my tenure• Implemented 6-year fiscal planning and transitioned from annual to biennial budget• Developed and executed the County’s first 5-year Information Technology Plan• Developed and implemented Kitsap County’s 1% for Art program• Established “Kitsap University” program providing tailored training for each employee to ensure they satisfy and maintain rigorous skill standards for their position
