Malcolm Harbour CBE served as Conservative Member of the European Parliament, representing the West Midlands Region of the UK, from 1999 to 2014. He was Chairman of the Internal Market and Consumer Protection Committee from 2009 to 2014 and Committee Co-ordinator for the European Centre Right Group (EPP-ED) from 2004 to 2009. He was Vice-Chairman of the Parliament's Science and Technology Options Assessment Panel (STOA) from 2002 to 2014, and a Member of the Inter-Parliamentary Delegation to Japan. After retiring as an MEP, he became Senior Adviser on the Single Market to the European Policy Centre, and Senior Adviser to Teneo Brussels. He is a Council Member of the University of Birmingham. In 2017 he was invited to Chair a Local Government Association Task Force to promote innovation procurement. In 2019 he became an Associate of the Connected Places Catapult, and supports their Challenging Procurement team.Specialities: The EU single market, industry, electronic communications, science and technology policy, innovation in public procurement, EU institutional reform and better law making.
