In a citizens’ jury, a cross-section of citizens (e.g. in terms of age, gender, ethnicity, education) are recruited and paid to tackle a public policy question over several days. They hear from expert witnesses and deliberate amongst themselves to reach answers to the questions they are posed. The results can then be fed into the public policy making process.

Information Governance AdvisorNhs Information Centre 2009 - PresentAssignments include: carried out a privacy impact assessment on a proposal to introduce "honest brokers", potentially with new legal powers. The main role of honest brokers would be to receive confidential patient information from an NHS organisation, and to de-identify it so that it could be used by others for purposes like research and public health. I am managed and carrying out the project, articulating as clearly and simply as possible the proposed role and governance of honest brokers, and consulting widely; Providing information governance advice and support to the national General Practice Extraction Service (GPES) which extracts information from patient records for research and other “secondary uses”. I have developed, consulted widely on and published the GPES Information Governance Principles, which sets out commitments to the NHS and public on the security and confidentiality safeguards underpinning the service. I also carried out an extensive review of relevant information governance-related law and policy.

Information Governance SmeNhs Connecting For Health 2003 - 2009Worked for over 6 years within the National programme for Information Technology Information Governance Programme as a subject matter expert building on the output-based specification, and consulted on and developed the NHS Care Record Service confidentiality requirements in more detail, including those for patient consent, “legitimate relationships”, role-based access controls, and “sealed envelopes”.On behalf of DH Digital Information Policy, I consulted with various stakeholders (such as the BMA, GMC, DCSF, NIGB, national child safeguarding group) and drafted three national policy documents:o Two supplements to the Confidentiality Code of Practice (the national guide for the NHS on patient confidentiality policy), one on what constituted effective anonymisation, and another on when the public interest could justify breaching confidentiality; o Proposals as to when parents and children should be allowed to restrict access to children’s records (through, for example, sealed envelopes and Summary Care Record consent), balancing the legal rights of parents and children to confidentiality against the need to share confidential information in order to protect children from abuse and neglect -
