I chaired the Departmental Business Management System (BMS) Board responsible for overseeing the strategic system development of all central and regional business transactions totaling £110m per annum with 4,000 users. I provided training on Programme Management and its tools to colleagues including the Department's emerging talent team. Key achievements:Successfully designed, developed and published the Directorate Business Plan for three consecutive years in line with Departmental strategic objectives, with budget totalling £115 million. Designed and implemented the assurance, programme and project planning processes across the directorate managed through a new balanced scorecard.Negotiated Department's Mental Health contract with NHS Confederation. Reviewed and restructured the overall BMS governance and management arrangements resulting in a streamlined programme and the creation of new user groups to meet emerging requirements. Key achievements:Produced the business case and managed the successful implementation of a £10m national clinical IT solution for prisons, nominated for several national awards.Produced and published the strategic vision for improving offender health care services and set up government advisory group to oversee its implementation.Managed national audit of prison escort and bed-watch services, which led to the successful transfer of the £5million budget from the Prison Service to the NHS.

Development and implementation of policy

Responsible for the development of national primary care information policy working with the medical profession, senior NHS stakeholders and suppliers responsible for the development and implementation of the national information strategy "Information for Health". Working with other European countries on development of international standards e.g. NHS Smart Card and the implementation of the European Health Insurance Card.Key achievements:Successfully led Departmental negotiations with the British Medical Association on the IT component of the General Medical Services contract and was the policy lead for its' successful implementation including chairing the payment working group.Provided IT policy advice to support successful implementation of the European Health Insurance Card working with No10 and the European Commission.Designed and successfully co-developed, with NHS partners, a new concept to enable patients to create their own healthcare records on line. The "Healthspace" application now has 5 million patients creating and managing their own healthcare records.
