Coordinated IAMGOLD's relationships with communities and governments in Burkina Faso, Mali and Senegal. Ensured that the highest industry standards in community and environmental stewardship, safety and security were applied. Oversaw sustainability relationships (community, governmental/non-governmental, environmental) of junior mining company during the critical transitional period from exploration through construction to operations. Directed Corporate Social Responsibility program and coordinated public relations for the company in Senegal.

Led and managed the Peace Corps (PC) program in Senegal. Promoted redesign of volunteer training, from 11-week to 8-week pre-service training, six-month to three-month “discovery”, and 3-day to 3-week in-service training. RESULT: noticeable increases in Volunteer preparedness and motivation at no extra cost. add three new programs, Ecotourism, Urban Agriculture and Education. Improved Health program by adding Urban Health volunteers. Devised a project management and control system. Served as Africa Region representative on PC Information Technology Investment Review Board and Overseas Information Technology Advisory Working Group.

Provided guidance and support on program development, trade and investment issues, expertise on financial and microeconomic analyses, and conducted targeted monitoring and evaluation. Part of the African Development Foundation's (ADF) Program Discussion Group and Project Review Committee to provide technical expertise to Regional Directors and their teams. Conducted special analyses and program evaluations: program audit of the Monitoring and Evaluation system of ADF's Uganda program; survey of potential NGO partners for the Tanzania program; trained field staff and conducted project feasibility studies in Mali; developed financial analysis model for agricultural projects. Drafted; reviewed; translated project papers, project budgets and budget narratives, training and implementation plans, results frameworks, financial analyses.

Representative assignments include: • Team leader, USAID/Senegal Natural Resources Management Assessment; conducted major evaluation of a ten-year natural resources program; co-authored key study that led to a new program approach that proved successful. • Baseline study of 400+ respondents for rural telephone / internet centre (International Development Research Centre, International Telecommunications Union) • Conducted several assignments for Africare: impact assessment of long-term rural development activities and project coordinator training in impact monitoring (Guinea and Guinea-Bissau); team leader/agricultural economist for design of food security / integrated rural development project (Zondoma province, Burkina Faso). Result: project funded; implemented as planned.

• Designed and implemented a monitoring and evaluation system to assess project impact. Trained Malian colleagues to provide data and utilize information derived from system.• Provided guidance on program development, statistical and economic analysis, and monitoring and evaluation. • Conceived and directed feasibility and market performance studies. Monitored national livestock production and marketing systems• Promoted strategies to reinforce capacity of private sector entrepreneurs and livestock sector operators.

Key advisor for management and institutional reforms for Niger’s Ministries of Agriculture/Livestock and Natural Resources (USAID-funded program). Focused on barriers to effective management and administration of Ministry programs.

Provided technical assistance for planning, monitoring/evaluation, programming, and management for the group coordinating Togo's agricultural and rural sector programs. Advised planning and programming team. Participated in Togolese government program evaluations, developed policy guidelines, and – with team – formulated long-range plans for agriculture and rural development.

As an Economist specialized in monitoring and evaluating, teaching survey methodology, and conducting marketing studies especially for the irrigated fruit/vegetable sub-sector. I worked in over thirty African countries, and in Oman and Haiti. As an Information Technology Consultant, I trained several hundred people, across the U.S., in Africa and Oman, to productively use computer technology (hardware operation, applications software, maintenance and troubleshooting skills). Noteworthy assignments include: developed and presented an eight-week training program to enable technicians of Morocco's Ministry of Agriculture to diagnose and repair computers; developed an integrated database for Oman's Ministry of Agriculture and Fisheries to track fishermen's' loans and licenses and trained Ministry personnel to use the system; trained researchers at Senegal's Institute for Agricultural Research to track farm trials, manage and analyze data and generate statistics.

Developed a centralized management information system (MIS) to analyze data generated by USAID's human resource development assistance training program in African nations where USAID operated to provide information on program planning, monitoring budgetary and training impact, and program evaluation. • Defined end user needs; worked with programmers to meet requirements; refined program code; developed training methodologies for end users and for field-level data entry. • Disseminated the Participant Management Tracking System to USAID missions in Africa. Worked with managers and programmers to ensure program responsive to user needs, at headquarter and field levels. • Recruited, trained and directed of trainers for field implementation and training. Established monitoring paradigm for field support. • Coordinated field training. Devised data retrieval methodology (this was difficult before widespread Internet access.) Designed reporting and system management protocols.

Programme and Training Officer for 65-volunteer Peace Corps program in Côte d'Ivoire. Soon after arrival at post, headquarters decided to end operations in Côte d'Ivoire. I worked with the Country Director to ensure a smooth closeout. Designed and presented a Close-of-Service workshop to forty volunteers. Arranged and coordinated transfer of twenty-five volunteers to other PC country programs. Managed logistical aspects of closeout.

Developed survey methodology, designed questionnaires, conducted a microeconomic study of forty-five rural households during one agricultural year. Collected data; labor inputs, capital expenditures, and variable and fixed-cost investments. Hired, trained and supervised enumerators, verified questionnaires, and reviewed data collection. These primary data provided the basis for my M.S. thesis.

Co-managed UNICEF's program in Mali. Responsible for technical assistance activities (well drilling operations, fleet maintenance program) and monitoring, reception and distribution of supplies.

Assisted USAID Program Office to manage a $2.7 million program to speed assistance to drought-affected regions of Senegal and The Gambia. Gained skills in administrative and financial procedures and project management.

Worked with villagers and local officials to strengthen relationships between villagers and government agencies. Helped villagers identify/develop appropriate solutions to problems confronting their community. Assisted village groups to improve agricultural and vegetable gardening techniques, water supply sanitation and community health practices. Secondary activities included fire prevention, youth group promotion, and road improvement and construction. This experience raised my sensitivity to problems associated with people living under marginal economic conditions.
