The Merged Areas Governance Project (MAGP) is a technical assistance project supporting the Provincial Government in transforming the lives of the people of erstwhile FATA through integration with Khyber Pakhtunkhwa (KP), the extension of civilian governance institutions, and socio-economic development. MAGP is part of the Accelerated Implementation Plan (AIP, 2022 – 2025) under the Tribal Decade Strategy (TDS, 2020 – 2030) and aims to identify opportunities for transformative development through innovative approaches that effectively respond to the complexity of the context. As Field Implementation Specialist my core responsibility is to support the implementation of next phase of the AIP in the Merged Areas / Tribal Districts, and contribute to ongoing work-streams in close collaboration with the relevant Sector Specialists. My key areas of responsibility is to ensure timely implementation of MAGP project activities and work-plan through managing assigned project activities under the MAGP, ensure necessary linkages with technical resources, and culminate them into assigned outputs. I coordinate consultation with senior management, actively liaise with Government of KP on timely implementation of project activities and resolve implementation challenges through coordination with senior management and relevant government counterparts.In addition, I Consult with senior management, brief Government of KP counterparts (Agriculture, Livestock & Dairy Development, Education, Health, Home Department, Public Health Engineering, Police, & Local Government Department) as required on the progress and implementation of project activities and ensure adherence to project work-plan timelines.

Managed the project portfolio as PM and developed implementation strategies for the agreed activities related to beneficiaries’ identification, mapping, stock positioning, warehousing, security, community engagement, and Food distribution. It also included CBT component through community involvement on infrastructure rehabilitation and development, while involving elders and authorities on locations and schemes identification, in compliance with WFP FFA Standards and donor specifications, inclusive of timeframe and budget allocated. WFP FFA team was also engaged while devising joint strategies for project implementation.Provide orientations on project as per proposals to staff members internally and externally as and when needed. Oversighted the activities across the project areas through regular monitoring visits and ensured effectiveness of project activities with staff weekly basis. Also prepared and submitted monthly reports and after-reports review and progress check with corresponding WFP staff every month per set indicators and targets of project to CPC in Islamabad. Collaborate with the Finance, Admin, Logistics, and security units support project implementation and ensuring that project supplies and resources are available in a timely manner and activities are completed per standards ensuring security of staff and communities involved.Provide support and guidance to other SIF staff to assist in their capacity-building activities. Regularly report to the CPC and Field Coordinator on all activities, weekly, bi-monthly & monthly with progress, achievements, bottlenecks to document challenges and lesson learned.Coordinate District Government, Provincial Disaster Management Authority (PDMA) and District Disaster Management Authority (DDMA), security agencies, the Food Security Working Group (SFWG) and WFP throughout the project on all activities for smooth implementation, reporting and advocacy purposes.

Complex Emergency Response – Northwestern Pakistan – Managed FAO humanitarian response program portfolio to the complex emergency, including relief, early recovery & development in Khyber Pakhtunkhwa and the Newly Merged Tribal Districts (NMDs, ex FATA or the Federally Administered Tribal Areas) of Pakistan. These included FSL sector response through in-kind assistance, cash-based interventions, and capacity strengthening at both communities and government levels. As Program Officer I was leading on the sector needs assessment/analysis & verification, including Inter-Cluster Assessment Missions to the newly de-notified areas (returns), coordination among partner organizations, emergency preparedness, strategic planning, civil military coordination, project planning, implementation, field team management, and monitoring of the overall progress. Intra-agency liaison with the Logistics Unit to ensure time & budget efficient delivery of all project components, especially that involved seasonal time limitations (crops).Active engagement with the SPs to ensure delivery of inputs, cash transfer (CTP) to beneficiaries, agriculture infrastructure rehabilitation and development activities, to assure that SP reports are received, reviewed and cleared within deadlines and payments are processed in time. In addition, I also facilitated all the Inter-Cluster Missions for Returns of the affected population to assess the FSL sector situation and report back to both the FSL Cluster, the Return Working Group led by FATA Disaster Management Authority, and the OCHA ICCM.I was also involved in the procurement committees to ensure quality inputs as well as timely delivery of the in-kind support to the affected population, especially in seeds cases to avoid missing the sowing seasons. In addition, representation at the ICCM, Government Forums, FSL Cluster Meetings, and capacity building initiatives were also part of the larger work activities that I undertook.

Complex Emergency Response – North Western Pakistan – I led on the filed implementation activities of the entire FAO projects portfolio for complex emergency under the FSL sector response in the thence FATA areas bordering Afghanistan. These activities ranged from needs analysis, relief operations and early recovery, and rehabilitation across the region using both in-kind and cash assistance. Civil Military Coordination for access and implementation, liaison with line departments, disaster management authorities, district administration, and communities.Timely, effective & coordinated implementation of all project activities in conjunction with the agreed work plan and coordination & supervision of the work progress of Service Providers (SPs) contracted by FAO through Letters of Agreement were also key tasks under my position. Ensuring that all projects activities are cost-effective, efficient and completed within stipulated timeframe and are properly geared towards achieving stipulated objectives and goals, field reports are produced on time and according to the required standards. Identification and selection of service providers and inputs suppliers in targeted areas, supervision of SPs to ensure timely delivery of inputs to beneficiaries in a dignified manner, make certain that SP reports are received, reviewed and cleared in a timely manner and payments are processed within the stipulated time. Liaised with the Logistics Section to ensure all logistical requirements are provided in time. Monitoring of organization interventions at office and field in view of the outcome indicators; review and strengthen the monitoring system of Partner Organizations, and close Coordination with Provincial Departments & FATA Secretariat, FDMA, Military, Political Administration & other key stakeholders. I also participated in technical and sectoral meetings and working groups, including the Food Security Cluster, CW, ICCM, RTF, Protection Cluster, INGOs/NNGOs and UN Agencies.

Complex Emergency Response – Northwestern Pakistan – Supported the implementation of Flood and conflict emergency response projects in KP, erstwhile FATA and Sindh Province. Developed Agriculture based enterprises in flood affected areas for rehabilitation of livelihood in the region. Provided all necessary support and guidance to the Implementing Partners to ensure all projects meet their stated objectives within the timeframe and on budgetary lines and quality reports furnished. Developed integrated field implementation plan for the National level projects and was responsible for effective implementation & monitoring of the project activities as per agreed work plans. Close coordination with the District line departments; follow up on the selection of food insecure union councils/villages in identified districts & agencies with potential for enhanced agriculture production. In close coordination with the Operation Manager and in consultation with key partners and stakeholders, assisted in the identification and selection of implementing partners and develop beneficiary selection criteria, supervised project staff, coordinated activities, and monitor performances of the regional offices. Assisted M&E expert to collect Gender disaggregated data.Flood Emergency Response – Northwestern, South and Southwestern Pakistan (Balochistan, KP, and Sindh) – Supported the flood emergency response across Pakistan for the areas affected by floods in 2010, 2011 and 2013 with relief operations, early recovery and rehabilitation activities across the FSL sector. These included activities under agriculture, livestock and infrastructure support to the farmers in Malakand Division and Dera Ismail Khan (KP), Jacobabad, Kand Kot, (Sindh) and Nasir Abad and Jaffer Abad (Balochistan).

Field Area: South KP, FATA, SindhI was responsible for Conflict, Flood Emergency & Early Recovery projects of food, shelter, NFIs, seeds distribution projects; leading and directing Logistics, Procurement, Human Resources, Administration, Monitoring & Evaluation, and Security section. Coordinated activities at different sites and technical areas of operations, liaised with local authorities, Political Administration, Provincial Government, Military and Community Elders. I also represented organization in Clusters, sectoral meetings and working groups.

I was responsible for complex emergency response to the conflict in northwestern Pakistan, flood emergency induced relief and early recovery operations across three provinces in the FSL, shelter, and NFIs sectors. I led on the field implementation, including directing procurement, logistics, field human resources, administration, monitoring and security. Coordinated activities at different sites and technical areas of operations, liaised with local authorities, Political Administration, Provincial Government, Military and Community Elders. I was also responsible for coordination and reporting to donor and clusters, and represented the organization at relevant forums, including cluster meeting.
