• Assisting the Finance and Administration Manager,Initiating financial policies, systems and procedures ,Directing, controlling and coordinating routine and non-routine accounting matters, Interpreting financial policies, ensuring efficient budget and budgetary controls and all accounting methods of organization, ensuring proper financial returns ,ensuring that sound accounting principles and controls are applied in all financial transactions, advising the organization on policy changes , operating the organization bank accounts and providing oversight of the operations of the DLGs, participating in training orientations sessions for LG staff and leaders, taking primary responsibility for financial aspects, preparing national and composite programme Annual Work Plans and Budgets including allocation of the organizational annual resources to the districts and carry out the liaison function at the National operational, regional, district and sub county level on financial management and control

• Deputizing the Finance and Administration Manager in running the Finance and Administration department• Initiating financial policies, systems and procedures for both Secretariat and Local Governments• Directing, controlling and coordinating routine and non-routine accounting matters.• Interpreting financial policies• Ensuring efficient budget and budgetary controls and all accounting methods of organization• Ensuring proper financial returns • Ensuring that sound accounting principles and controls are applied in all financial transactions • Advising the department on policy changes • Operating the organization bank accounts and providing oversight of the operations of the district and sub county accounts• Participating where appropriate in training orientations sessions for sub counties and district Councillors and officials, farmer institutions and farmer forum bearers with respect to budgeting, financial management and sub project operating and maintenance• Taking primary responsibility for financial aspects, preparing of national and composite programme Annual Work Plans and Budgets including allocation of the organizational annual resources to the districts• To carry out the liaison function at the National operational, regional, district and sub county level on financial management and control
