Strategic policy advise on strengthening school education system and preparation for #PISA2025.Coordinated preparation of a comprehensive National PISA Action Plan 2022-2024. The Plan suggested extraordinary measures and concentration of resources on PISA-guided objectives: functional literacy, global competencies, and cross-subjects project-based approaches in school education.Provided policy advice and capacity building to the Kyrgyz Ministry of Education and Science, Kyrgyz Academy of Education, Republican Teacher training Institute, and National Center for Education Quality Assessment.

Particular activities and accomplishments:Second Vocational Education and Skills Development Project ($20 million, 2012-2018)- Skills Development Fund institutionalized with the Kyrgyz government, which trained 17,500 people in two years with 77,5% job placement rate- established four Model Centers under TVET schools that operate under commercial law, generate income, and serve as work-based-learning platforms- implemented per-capita financing in all TVET institutions- implemented EMIS and tracer studies in 60 TVET schools and colleges- implemented CBT and assessment in 60 TVET school and colleges.Strengthening Education System Sector Development Program ($22 million, 2015-2021)- established the textbook revolving fund «Jany Kitep» and introduced a nationwide textbook rental scheme- established and strengthened a network of Innovative Schools and Smart Schools- introduced new STEM subject curricula in grades 10-11 and developed STEM LTM for grades 7-9- developed and implemented the national teacher development program, and transferred 50% of teacher training to online mode.Implementing the e-Procurement System in the Kyrgyz Republic ($1 million, 2014-2017)- transferred 100% of public procurements in the country to an electronic platform (www.zakupki.gov.kg)Other projects administered:Skills for Inclusive Growth Sector Development Program ($30 million, 2017-2023)Second Education Project ($15 million, 2006-2011)Quality Basic Education for Children with Special Needs ($1 million, 2008-2011)Strengthening government capacity for managing development projects ($0.6 million, 2016-2019)COVID-19 Pandemic Emergency Project ($20 million, 2020-2021)

Developed and launched AKF’s country-wide local governance program. Supervised seven regional staff, managed program finances, prepared regular reporting to AKF HQ and DfID. Published a corporate social responsibility (CSR) handbook and organized a national CSR week and forum in 2011. Launched an NGO independent accreditation program.

Administered a nation-wide project aimed at monitoring, analysis, prevention and/or transformation of violent conflicts funded by OSCE and Belgian government grant. Program budgeting and narrative reporting to the donor. Supervision over 36 field staff. Development of training program, facilitation of problem-solving workshops and meetings, and publishing weekly conflict monitoring bulletins during post-revolutionary period.
