- Contracting Officer (Unlimited Warrant) responsible for a wide variety of complex, sensitive, and high-profile procurements inclusive of highly-specialized systems, equipment, and professional services.- Manages the unique elements of a variety of innovative acquisitions and other innovative non-FAR based contracting authority initiatives.- Leads acquisition team and provides procedural and policy guidance to acquisition team members, clients, and program managers throughout all phases of the procurement life cycle including both pre-award and post-award functions.- Reviews and approves contractual documentation throughout all phases of the procurement life cycle inclusive of but not limited to: acquisition planning documents, justification and approvals, solicitations, source selection evaluation and decision documents, price negotiation memorandums, award recommendations, and contract modifications.- Conducts market research to determine commerciality, availability of competition, and small business utilization.- Accomplishes justification and approval documents in support of other than full and open competition requirements.- Develops and ensures the adequacy of acquisition strategy and milestones. Identifies cost, schedule, and performance risk and formulates mitigation strategies.- Utilizes a variety of commercial and non-commercial contract types, inclusive of fixed-price, single/multiple award indefinite delivery contracts, blanket purchase agreements, time and materials, and labor hour.- Develops solicitations; facilitates quote/proposal evaluation and source selection utilizing best value techniques; forms competitive ranges; conducts discussions and negotiations; accomplishes price analysis; negotiates with contractor personnel; coordinates final proposal revisions; completes price negotiation memorandums and award recommendations.- Ensures quality innovative acquisitions through regulatory, policy and guidance compliance.
