As COO and member of the leadership team, I oversee strategic development and operational delivery of a wide range of public services that touch the lives of all our residents.The council consistently achieves strong regulatory and Office for Local Government (Oflog) rankings for the full spectrum of public-facing services. I have led significant transformations that continuously improve performance, value and efficiency.Highlights include insourcing of care services, consolidation of waste services into a ‘super depot’ and substantial ESG work, including establishing the first clean air zone outside London. As Chair of the Corporate Risk Group, I embed best-practice risk policy, practice and culture throughout the organisation, ensuring a depth of understanding of key risks, tolerances, priorities and mitigation planning.I have worked extensively to establish the council as an employer of choice, supporting the design and implementation of a new job architecture, and pay and reward policy.

I led Bath & North East Somerset Council through critical transformations in environmental services, while delivering all functions within approval budgets. Key initiatives include retendering of substantial contracts to deliver significant performance and financial benefits, interventions that established the council within the top 10 for waste reuse and recycling national, and implementation of a new local transport strategy.

Appointed to the board as a local authority officer representative, I supported local business leaders and the council leader in overseeing effective discharge of Business Improvement District (BID) articles. I provided advice and guidance on finance, policies, legal process and partnership work, and led on the periodic BID ballot.

Over the course of nearly six years, my role expanded to include oversight of a broad range of front-line services, as well as Business Change, Digital Strategy and Commercial Services. Also, served as the Town and Parish Liaison Officer. I led a significant redesign and refocus of council services amid Government austerity, reshaping the core service offer, staffing structures and customer access, including the deployment of digital self-service solutions. In addition, I worked extensively on the council’s commercial services, including turning around the leisure delivery model to ensure its sustainability, and partnered with local police forces to pioneer a new approach to anti-social behaviour (ASB), one of the first local authorities to achieve community safety accreditation.I was particularly proud to consistently achieve top-quartile employee engagement results, despite overseeing the most dispersed group of staff across the council and leading the team through periods of significant change.

I held accountability for the council’s environmental health, trading standards and community safety functions, working with police, health and other external partnerships to drive innovation and excellence into the delivery models. In tandem with this role, I was appointed Town and Parish Liaison Officer, providing advice and guidance on governance, risk management and financial regulation to the Chair, Clerk and District Councillor.
