As an ESUR IGERT fellow, I explore the methods and tools communities can engage to better manage shared conflicted resources and to discover dependencies to resources not currently part of decisions. Of particular interest are the ways policy makers and individuals mediate their relationships with the environment through policies or social action. This includes reconciling competing knowledge systems (managers versus users), and the structure of decision making in groups. Problems include managing collective action problems around common or pool resources, and transfer of impacts or benefits across landscapes and communities. In particular I am interested in cultural, recreation and other social ecosystem services. I plan to focus on marine and coastal ecosystems.

Policy and economic analysis of environmental programs including market based credit systems, organizational environmental accounting and integrated environmental planning. Focus on ecosystem service based accounting systems for land use, and public organizations. Applications have included open space and recreational plans, comprehensive plans, corporate sustainability plans and monitoring programs, and public involvement and facilitation.Key projects included managing a series of marine spatial planning projects on the West Coast associated with ocean renewable energy development. These projects provided decision support tools, spatial data management tools, and public engagement tools for marine managers. Paul also led the Washoe County Open Space and Natural Resource Plan that resulted in a county level, "no net loss of ecosystem services" policy, as well as several national awards.

Co-production of leadership and training programs for natural resource agencies throughout the Pacific Northwest.
