Engr.Dr Mansoor Ahmad Baluch Chief Operating Officer | Punjab Higher Education Commission, LahoreI am a dedicated professional with a distinguished career spanning over 25 years, characterized by impactful contributions in the fields of education, TVET sector, Research, and Administration. My journey has seen me traverse a diverse range of roles in esteemed public sector organizations of the Government of Punjab.Presently, I am serving as Chief Operating Officer at the Punjab Higher Education Commission, Lahore. In this role, I lead strategic initiatives to elevate the standards of higher education across the region. My prior experience includes serving as the Registrar at the University of Engineering and Technology, Taxila, from March 24, 2015, to January 03, 2022. During my tenure, I effectively managed critical administrative functions and fostered an environment of excellence. Also having 10 year experience in TVET sector. My academic background is marked by significant achievements. I hold a PhD in Civil Engineering from UET Taxila, Pakistan, and during my research phase, I conducted groundbreaking work as a Research Fellow at Politecnico di Milano University, Italy. This opportunity was facilitated under the International Research Supportive Initiative programme of the Higher Education Commission, Islamabad, Pakistan. Further enhancing my capabilities, I completed training in Capacity Building at the University of Leicester, UK, in 2017, representing Punjab Higher Education Commission.My expertise as a researcher spans Civil Engineering, Environmental Engineering, Water Resource and Management, Material Science and Engineering, Mathematical Modeling, Graph Theory, Statistical Analysis, Principle Component Analysis, Descriptive Analysis, Multi-Criteria Decision Making, Water Sampling, and Chemical Analysis.A proud achievement of my career is twice elected as a Member of the Governing Body of Pakistan Engineering Council. My election, based on securing the highest votes nationwide among Punjab seats across all groups, is a testament to my commitment and expertise in the field. I hold this esteemed position for the term 2021-2024 and now 2024-27 as Member Governing Body of Pakistan Engineering Council .In recognition of my meritorious services to education and technical education, I was honored with the Quaid e Azam Gold Medal by Tehreek-e-Istehkam-e-Pakistan Council (Regd) in 2017 in Lahore.I look forward to further contributing to the advancement of education, research, and engineering excellence, both in Pakistan and globally.
