CurrentEstablished the Enterprise Software Configuration Management (ESCM) branch to guarantee delivery of configuration management (CM) and release management (RM) services for the enterprise. Cultivated a team of CM and RM personnel for service delivery, as well as CM and RM best practices for the U.S. Census Bureau's Decennial initiatives in accordance with contractual obligations. Evaluated vendor technologies and determined project suitability; closely reviewed all processes to create operational efficiencies and minimize costs. Outlined short and long-term roadmaps and strategies for software delivery across application environments. Managed all contractual reporting to ensure appropriate oversight with Project Management and compliance. Mentored and coached staffers in daily operations and facilitated professional development as needed. • Spearheaded the design and implementation of a DevSecOps, CI/CD Agile architecture for the enterprise, which resulted in a better response to requirements and a frequent tested refresh of the SDLC environments.• Established a SEI/CMM level 2 compliant ESCM environment, through the implementation of repeatable best practice SDLC processes, which included a well documented workflow with auditable stage gates, such as the Change Control Board, Deployment approvals and CM audits. Support for Annual FISCAM audits passed at a faster and higher rate than previously, because of a well-documented practice.• Lead and cultivated a best practice ESCM Center of Excellence (CoE) body of knowledge base of RM and CM processes and procedures, software development lifecycle (SDLC) templates, governance plans, CM plans, and charter, which have been successfully implemented as standard practice for CM enterprise service delivery.
