Established the Enterprise Software Configuration Management (ESCM) branch to guarantee delivery of configuration management (CM) and release management (RM) services for the enterprise. Support for Annual FISCAM audits passed at a faster and higher rate than previously, because of a well-documented practice.• Lead and cultivated a best practice ESCM Center of Excellence (CoE) body of knowledge base of RM and CM processes and procedures, software development lifecycle (SDLC) templates, governance plans, CM plans, and charter, which have been successfully implemented as standard practice for CM enterprise service delivery.

To conduct the Regional and National Integrated Technology and Broadband Infrastructure Study on behalf of the African Development Bank, I traveled to eight countries to review current technology usage patterns and trends, met with government officials, collected documentation, and lead workshops with service providers, country cabinet ministers, and officials from regulatory agencies. The study focused on broadband and Information Technologies to propel social and economic development, technology and Internet usage adoption, and to recommend remediation measures in line with intended strategies and investments for fifteen countries. ➢ Delivered a comprehensive case study for the African Development Bank, which included recommendations for funding in broadband infrastructure, education, health technologies, datacenters, and regulatory policies, leading to large-sum bank investments earmarked for various participating countries.

I led specialized teams that included local and overseas junior and senior consultants throughout the project lifecycle to produce deliverables for clients across countries and time zones. I served as a subject-matter expert (SME) for policymakers, senior cabinet leadership teams, and senior federal officials such as CIOs and heads of departments in various IT areas. I directed and managed Information and Communications Technology (ICT) strategies for operational efficiency, budget recommendations for ICT investments and to meet client objectives. I outlined, led, and rolled out strategy development initiatives including resource management, infrastructure capacity, security, and enterprise architecture for telecom systems, policy, administrative, and business applications. ➢ Hong Kong Police Force IT Strategy: I directed a six-year budgeted ICT strategy for land and marine law enforcement using international best practices related to citizen e-services and crime prevention to enhance law enforcement operational efficiency. ➢ Lesotho ICT Strategy: Led a review of current ICT usage in the Lesotho government to create dedicated budgets and organizational structures for pan-governmental ICT strategy for e-Government. I recommended and set up a centralized Office of Technology and CIO to meet their needs. ➢ Gabon Government SaaS: Spearheaded an e-Government cloud services strategy for the centralized office of technology and country CIO including SaaS products for back-end and citizen e-services for the Health and Logistics, Agriculture, Food and Safety, and Media and TV sectors. ➢Botswana e-Health: The team created an architecture and supporting capital budget for an e-Health strategy for the Ministry of Health, and a strategy for a nationwide e-health broadband infrastructure and a Health Information Management System.

Office of the Chief Technology Office (OCTO), Lead and manage the teams on all initiatives for enterprise architecture, Quality Assurance, Configuration Management, Database Management, Application Infrastructure, and company COTS contracts. Headed a delivery of a cloud-based application architecture for hosting key government applications for the District's agencies.➢War of Paper Project: Led a setup a program for scanning operation including datacenter servers, a network of agency scanners, and Kofax information capturing software to eliminate excessive paper usage and increase accessibility within various agencies. The program scanned documents, linked them with employees' PeopleSoft profiles, created a centralized knowledge base for a shift to digital storage and processes, resulting in a significant reduction of related paper and filing costs, positioning records management to be provided online and be accessible to those who need access at all times. ➢Managed the configuration management services from the legacy unsupported infrastructure platform to a new platform, standardizing the tool-set and injecting a well-documented CM workflow to reduce district-wide configuration management operational risks. ➢ Reshaped the support contracts by negotiating enterprise service-level agreements (SLAs) and strategically re-evaluating all requirements, as a result reduced licensing costs by over 45% mitigating a significant budget reduction due to the recession.
