Provide executive leadership for digital transformation, cyber engineering and development, IT operations, service delivery, and Navy network support to NAVSEA Enterprise. Lead cybersecurity risk governance as the functional authorizing official across all echelons of the NAVSEA Enterprise (for SHIP/SUB building and maintenance) which is comprised of over 85,000 people and $30B+ across all programs. Responsible for Shipyard mission and business system capabilities (Navy Maritime Maintenance Enterprise Solution - NMMES), which provides end-to-end product and service capabilities to enable I and D Level Maintenance Execution in support of Fleet Operations. Oversee the technical authority domain for Cyber Engineering, including Situational Awareness, Boundary Enforcement and Response (SABER), cybersecurity implementation, and related program protection for all NAVSEA afloat/ashore platforms.

As the Director of Enterprise Support and CIO for OPNAV N1, I oversee the development and implementation of new concepts, technology development and implementation, policies, procedures, and applied technology on behalf of the Chief of Naval Personnel for the MyNavy HR enterprise to improve human resources service delivery to all Sailors and their families. I manage and direct enterprise wide, integrated support and operations services for the Chief of Naval Personnel in the areas of Information Technology, Risk Management, Acquisitions, Contracts, Engagement, and Innovation to ensure achievement of strategic goals and objectives for all military manpower, personnel, training and education (MPT&E).

As Director of Operations for the Joint Service Provider (JSP) I manage a two billion dollar enterprise Information Technology (IT) Operation tasked with the consolidation, and integration of services and infrastructure within the Pentagon and National Capital Region (NCR). I oversee a Service Delivery organization composed of senior technical and operations staff numbering more than 1300 personnel with an annual budget of nearly $300M.As Director of Operations, I provide executive oversight for several Secretary and Department of Defense (DoD) CIO headquarters initiatives including; Pentagon Integrated Processing node planning and execution; Pentagon Wi-Fi; and the JSP 4th Estate Onboarding efforts. My Operations portfolio includes 24x7 Operations, residential support for VIPs and customer service for 40,000 customers including the principals and staff of the Office of the Secretary of Defense (OSD) and its Primary Staff Assistant offices, the Chairman of the Joint Chiefs of Staff, as well as other organizations and dignitaries that access IT resources within the Pentagon and NCR. I am credited for recently delivering the first ever fully accredited 1500+ node Wi-Fi network in the Pentagon to support both Government tenants and visitors.

I manage daily operations and execution of high-level programs, and oversee a diverse annual IT budget.I am responsible for employing enterprise-wide IT requirements, ranging from leading IT project management, establishing cost effective IT acquisitions processes, to aiding the strategic interests of the department and EITSD customers. I partner with the Director, to develop, maintain, and facilitate the implementation of a sound and integrated IT infrastructure across the OSD, Pentagon Force Protection Agency (PFPA), and WHS enterprise.

Lead day to day operations of a 2500+ workforce to implement, sustain and ensure reliable global interoperable command, control, network communications and computing infrastructure and enterprise services for the Department of Defense, Military Services, Combatant Commands and Defense Agencies.

I serve as Deputy Commander and I am responsible for over 225 senior level highly skilled civilian, military, and contractors to Command and Control, and provide Defensive Cyber Operations 24x7 of the Department of Defense Information Network (DoDIN). Under my organizational leadership, we operate long-haul telecommunications services; provide global voice, data, video, Defense Enterprise Services, and satellite capabilities to Combatant Commands, Service components, DISA Computing Services, and DoD agencies. I exercise Operational Control (OPCON) of the Defense Information System Network (DISN) to ensure the DISN is secure, reliable, and responsive. I advise the DISA Director, Principal Director for Operations, Military Services, and the Combatant Commanders on C2 and Defensive Cyber Operations of the DoDIN. I coordinate and interface with HQ DISA, other DISA staff elements and organizations, Combatant Commanders, Services, agencies, DoD, Joint Staff, and commercial vendors, at all levels, regarding DISA Operations of the DoDIN. I guide the development of DCC operational requirements to DISA programs and plans and other related programmatic plans and policies to support customer mission requirements. Additionally, I represent the Agency on all matters relating to support of DCC customers and I establish policy and provide guidance to Division Chiefs on budget, manpower, personnel, and hiring actions within the Command Center.

Detailed as a special assignment. Deputy Chief of the Program Assessment Office and lead for Enterprise Services Acquisition and Program Assessments. I was responsible for program assessment staff development and support to Component Acquisition Executive on technical and Acquisition matters related to ongoing and new initiatives related to IT and Telecommunications efforts. e.g. Unified Capabilities, Mobility, Network Operations, Enterprise Services, and Information Assurance capabilities such as Identity and Access Management.

Overall responsibility and leadership to architect and deliver world class global operational support system capabilities in support of DoD Joint Enterprise Services.

-Led an organization of 260+ global and professionally diverse Senior Government and Contractor professionals to provide global NetOps and IT capabilities. In 2006, I established a new mission area that consolidated all network and operations management under one organization. I was responsible for the integration of more than 30 critical IT systems and over 550 operations personnel across the globe. These consolidations resulted in more than $40 million in cost avoidance to DISA and the DoD.-Charged with managing, strategic planning, and executing a $200M annual operating budget to sustain NetCentric global network management systems in four theaters of operations in support of Global Information Grid (GIG) Network Operations (NetOps).-Initiated and managed Defense Information Systems Network (DISN) NetCentric information sharing services and aligned them with critical DoD NetCentric Data and NetCentric Service Strategies.-Developed and established a standard evaluation and acquisition methodologies throughout the organization for implementing new and replacement of existing IT components into our global telecom infrastructure.-Collaborated with industry leaders and established a common IT integration, information sharing frameworks,and implementation strategies by utilizing telecommunications industry standards and SOA frameworks.
