Nicaragua

Nicaragua had been devastated by the huracan Mitch. Deaths due to catastrophic flooding made it the second deadliest Atlantic hurricane in history; nearly 11,000 people were killed with over 11,000 left missing by the end of 1998. Additionally, roughly 2.7 million were left homeless as a result of the hurricaneMy first mission at Nicaragua was to coordinate the Spanish financial cooperation for the reconstruction of the region. The funds were targeted at fundamental facilities and systems serving the country such as roads, bridges, tunnels, water supply, sewers,electrical grids, telecommunications.My responsibilities in that position were the following:• Single out big projects suitable for the Spanish cooperation funds • Coordinate interventions with other countries. • Prioritization of development projects and functional specifications of large-scale engineering projects• Cofinancing operations with multilateral organizations such as IDB and The World Bank • Corruption and cost control in the use of cooperation funds
