Manuel is a Senior Consultant who provides technical assistance on the business architecture of mosquito population management programs to various clients, including public and private institutions, luxury resorts, UN agencies, and NGOs. He has over 30 years of experience in public health entomology, covering four continents and multiple disaster and emergency scenarios.As a former US Navy officer, Manuel served as a field entomologist and medical mobilization planner for 12 years, supporting US Naval and Marine Corps operations in Europe, Africa, the Middle East, and the Americas. He received several awards and honors for his contributions to preventive medicine and vector control. After leaving the Navy, he designed and implemented national and regional vector control campaigns in Africa, the Caribbean Basin, Asia, and South America, working with various stakeholders and partners, such as WHO, USAID, the Global Fund, and the Roll Back Malaria Partnership. He also led emergency vector control interventions after the Tsunami of 2005 in Indonesia, the 2010 earthquake in Haiti, and Hurricane Maria's devastation in Puerto Rico in 2017.Manuel is an internationally recognized expert and leader in his field, with over 30 peer-reviewed publications, multiple technical manuals, and a Meritorious Service Medal from the American Mosquito Control Association. He is passionate about improving the health and well-being of people and communities affected by vector-borne diseases, and advancing the knowledge and practice of integrated vector management.
